In order to simplify this proposal I have broken costs down to three categories: employee salaries, start up costs and Arroyo Grande Police Department responsibilities. SALARY The Sheriff's office would require three dispatchers in order to assume law enforcement dispatch. Also reflected in the below table is the alternative of Cal Fire assuming AGPD fire dispatch responsibilities. Records responsibilities 2. On going cost for records management system and license cost for up to two CAD stations 3. Provide or activate a telephone phone tree system for City related business calls. 4. Pay salary charges for (3) Sheriff Dispatchers. 5. Telephone charges for extra or dedicated lines. 6. Pay for start up costs required to add AGPD to Sheriffs radio system 7. Cover on-going annual maintenance costs and service costs. This is intended to be a preliminary estimate subject to some additional refining: In addition, if another agency in the Five Cities chooses to request a proposal, a combined Sheriff/Cal Fire proposal might result in additional savings to your City. Please keep in mind that I have only eight years of"street knowledge" when it comes to trees. I would absolutely want to hire Dave Ragan (certified arborist) to evaluate the trees before any plan to work around them is drafted. Trees are right to left as you face the Police Station standing in the old VCA parking lot... 1. SAVE! This is probably the best specimen tree there. Big, beautiful and healthy. 2. Tiny...remove. 3. Multi from root sprouts...remove. 4. Multi from root sprouts...remove. 5. Two trunks from down low..probably go...confirm with Dave. 6. Single trunk...seemingly 8. Tall, very narrow...remove. 9. Not sure, has some dead branches, ask Dave. 10. Right behind #9, remove. 11. Multi from root sprouts...remove. 12. Closest to Rena...small...remove. If we can work around these 3-4 trees then I think the project will be much nicer, and it will show the City's support of our urban forest. These mature trees are doing a great job mitigating the hardscape, cleaning the air, slowing down rainwater and just existing as wonderful skyline trees. It would behoove the Council to save them. For this reason I think I can consider removal, where I felt I couldn't before. Also, I believe the enhancement to public safety and the benefit to the neighborhood (provided there is no continued parking on the street) is compelling as well. I would like to see the design of the fence go through ARC. I have concerns about creating a tunnel effect on Halcyon, and an "ugly" fence for residents. The staff report says it will be attractive, but I don't know what that means specifically. I am definitely for including the widening of Halcyon as part of the project. Maybe you can find a way to include my comments somewhere so the council can consider them.
