RECOMMENDATION:
It is recommended the City Council consent to four consecutive absences by Architectural
Review Committee (ARC) Chair Warren Hoag.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no cost impact from this item.
BACKGROUND:
According to Municipal Code Section 2.19.050, three consecutive absences from regular
ARC meetings constitute a resignation, unless the City Council consents to such absences.
Chair Hoag has requested City Council consent for absences from four consecutive,
regular meetings.
ANALYSIS OF ISSUES:
Requirements in the Municipal Code regarding Committee meeting absences are designed
to encourage steady attendance. As part of the City's Economic Development strategy,
ARC meetings have been held twice a month instead of once. Consequently Chair Hoag is
missing four meetings instead of the two originally anticipated. It should be noted that
Chair Hoag has demonstrated an ongoing record of excellent attendance during his 20
years as an ARC member, is considered a valued member of the Committee, and does
not currently plan on absences beyond the four that will be required for planned
commitments, which were established before the Committee started to meet two times
monthly in June 2013.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
• Consent to the absences,
• Do not consent to the absences, or
• Provide direction to staff.

Consenting to the absences will enable the City to maintain a valuable member of the ARC
and avoid the potential need to fill vacancies.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, September 5, 2013. The
Agenda and staff report were posted on the City's website on Friday, September 6, 2013.
