RECYCLING CHARGES FOR NON-PROFIT EVENTS

RECOMMENDATION:
It is recommended the City Council adopt a Resolution directing South County
Sanitary Service, Inc. to waive food waste recycling charges for non-profit events.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no impact on financial or personnel resources from this item.
BACKGROUND:
The Rotary Club of the Five Cities-Eco ("Club") is a local Rotary Club that performs
regular beautification projects and provides clean-up services for local community
events. As part of a "zero waste" program, they attempt to recycle as much of the
refuse from these activities as possible, which includes recycling of food waste.
The Club Secretary recently submitted a request to Mayor Ferrara for the City to
adopt a Resolution that would exempt the Club from charges incurred in the disposal
of food waste by South County Sanitary Service, Inc., the City's refuse collection
operator. At the September 10, 2013 meeting, Mayor Ferrara requested, and the
City Council concurred, to place this request on the agenda for consideration. The
same request has also been submitted to the mayors of Pismo Beach and Grover
Beach, but have not yet been decided.
ANALYSIS OF ISSUES:
The current policy of South County Sanitary Service, Inc. is to provide non-profit
events two sets of event boxes free for waste disposal. A 50% discount is provided
on all additional services.
For each event they serve, the Club requests delivery of 6-10 ninety-six gallon waste
wheelers for food waste. This is in addition to whatever the event requests for
garbage and recycling. The greenwaste disposal site, Engel & Gray in Santa Maria,

allows occasional small quantities of foodwaste to be mixed in with the greenwaste
loads. South County Sanitary Service charges roughly $80 to deliver, empty, take
away, & clean the waste wheelers for the food waste. The Club has requested this
charge be waived in order to support their efforts to reduce refuse by recycling all
food waste.
South County Sanitary Service has indicated that waiving the fee simply requires
direction from the City Council. Costs would be incorporated into expenses included
in the next base rate analysis prepared by South County Sanitary Service, Inc.
Therefore, ultimately the costs would be distributed to all ratepayers. According to
the South County Sanitary Service General Manager, if limited to recycling of food
waste, it will likely have no impact on rates now or in the future.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Adopt the Resolution;
2. Modify the Resolution as appropriate
3. Do not adopt the Resolution; or
4. Provide staff other direction.
ADVANTAGES:
The Resolution would support and make more financially feasible recycling of food
waste, which would support the City's overall recycling efforts and goals.
DISADVANTAGES:
The Resolution could result in additional costs distributed to ratepayers, but likely will
have no impact.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.

The Agenda was posted in front of City Hall on Thursday, October 3, 2013 and on
the City's website on Friday, October 4, 2013. No comments were received.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE DIRECTING SOUTH COUNTY
SANITARY SERVICE TO WAIVE FOOD WASTE
RECYCLING FEES FOR NON-PROFIT EVENTS
WHEREAS, on November 12, 1997, the City entered into a franchise agreement with
South County Sanitary Service, Inc. (SCSS) for collection, diversion and disposal of
solid waste; and
WHEREAS, on August 24, 1999, the City also entered into a franchise agreement with
SCSS for recycling services; and
WHEREAS, on June 10, 2008, the City Council extended the franchise agreement for a
15-year period; and
WHEREAS, fees for recycling of food waste for non-profit events have a detrimental
effect on community clean-up and recycling goals; and
WHEREAS, the City Council desires to waive food waste recycling fees for non-profit
events.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby directs South County Sanitary Service, Inc. to waive food waste
recycling fees for non-profit events.
