SUBJECT: CONSIDERATION OF APPROVAL OF KITCHEN RENOVATION
PROJECT FOR THE WOMAN'S CLUB COMMUNITY CENTER

RECOMMENDATION:
It is recommended the City Council: 1) approve a plan to renovate the Woman's Club
Community Center kitchen and 2) appropriate $20,000 for the project from Special
Revenue Fund 215.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Staff time will be needed to attend meetings, review plans and make inspections. The
estimated cost of the proposed renovations is $60,000. Staff recommends the City
Council appropriate $20,000 from Special Revenue Funds -215 Recreation Community
Center to this project as it will directly benefit from the upgrade of this City owned
facility. These funds were previously allocated for a study to upgrade the Elm Street
Community Center. However, staff recommends this study be delayed until it is
determined whether relocation of the Recreation Services Department to the proposed
Recreation Center may be a feasible option.
The Woman's Club of Arroyo Grande and the Arroyo Grande Lion's Club propose to
raise the remaining $40,000 needed to complete the renovations .
. Closure of the kitchen during remodel construction may result in lack of special event
rental revenue of approximately $2,000 during that time.
BACKGROUND:
There have been no significant upgrades to the Woman's Club Community Center
kitchen since the late 1970's. The linoleum flooring was replaced approximately fifteen
years ago, and the stove was replaced approximately ten years ago.
The 2013-15 City budget does not include funding for this project. Staff contacted the
Woman's Club of Arroyo Grande about the possibility of a donation to help fund
renovations to the kitchen. The Woman's Club group was very supportive of the idea
and committed to a $10,000 donation toward the project. The Woman's Club group

approached the Arroyo Grande Lion's Club to see if they would be interested in
partnering to raise the necessary funds. The Lion's Club was not only supportive, but
suggested that the project include major renovations and upgrades to enlarge the
kitchen, make it meet minimal commercial standards, and meet current ADA
requirements. Several Lion's Club members are experienced builders, and one
member has developed design plans for the project (see Attachment #1 ).
ANALYSIS OF ISSUES:
The kitchen has counters, cabinets and flooring that were installed as long ago as the
late 1970's when the City took over operation of the building. Not only are they
extremely outdated, but are excessively worn and stained. The project, as proposed,
will include: replacement of all counters with stainless steel counters; replacement of
existing cabinets; installation of new flooring; replacement of the current two sinks with a
three-sink dish washing area, a hand wash sink, and a food preparation sink; installation
of an island work counter on wheels; moving the existing wall connecting with the main
hall to enlarge the kitchen; moving the doorway to the patio; adding a counter to serve
food to the main hall; moving the single door in the main hall next to the kitchen;
creating additional closet and cabinet space; and installation of some new appliances.
These renovations will upgrade the kitchen to meet minimum commercial standards
which will increase rental capability for the facility. ·
The proposed project will necessitate closure of the kitchen for a period of time during
construction. Staff will minimize this down time as much as possible to lessen the
impact on facility users. Staff believes now is a preferable time to pursue this project in
order to coordinate construction of the improvements at the conclusion of the Police
Department's use of the facility.
A committee has been formed to promote this project and coordinate fund raising
efforts. The committee is made up of representatives from various groups who utilize
the Woman's Club Community Center including the Arroyo Grande Lions Club, the
Woman's Club of Arroyo Grande, the Five Cities Bridge Club, Central Coast Quilters,
and South County Seniors, with the Recreation Services Director as the City
representative. Fund raising is currently in the planning stages with one event,
"Celebrate Arroyo Grande", scheduled for October 19, 2013. The committee's goal is to
raise $40,000 through fund raising events and donations over the next year, and
complete the remodel as soon as feasible.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Approve staff's recommendations;
Do not approve staff's recommendations;
Modify as appropriate and approve staff's recommendation; or
Provide direction to staff.
