IMPROVEMENT PROGRAM (RTIP) FUNDING FROM THE SAN
LUIS OBISPO COUNCIL OF GOVERNMENTS FOR ELIGIBLE
CAPITAL IMPROVEMENT PROJECTS

RECOMMENDATION:
It is recommended the Council:
1. adopt a Resolution declaring interest in obtaining 2014 Regional Transportation
Improvement Program (RTIP) funding from the San Luis Obispo Council of
Governments (SLOCOG) for eligible capital improvement projects; and
2. direct the City Clerk to forward the Resolution to SLOCOG for funding consideration.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The City is requesting $998,400 of Regional Surface Transportation Program (RSTP)
and/or Congestion Mitigation and Air Quality Program (CMAQ) grant funds for
streetscaping improvements along the East Grand Avenue/East Branch Street corridor
and $3,600,000 for operational improvements on Fair Oaks Avenue between Traffic
Way and Valley Road.
SLOCOG has requested the City prepare the East Branch/East Grand streetscape
design and a Fair Oaks Avenue feasibility study using City funds. The following phases
of project development and construction would then be funded with RSTP and/or CMAQ
funds. CMAQ funds require a 20% and RSTP funds require an 11.4 7% local match.
Using the most conservative local match of 20% as the funding type is unknown at this
time, a local match of $249,600 would be required for the streetscape project, and
$900,000 for the Fair Oaks project.
BACKGROUND:
On July 9, 2013, SLOCOG and City staff met to discuss eligible projects within the City
that would compete well in SLOCOG's upcoming 2014 Regional Transportation

Improvement Program (RTIP) funding cycle. A preliminary list of projects was
developed in anticipation of a formal call for projects.
On August 7, 2013, the SLOCOG Board approved a call for projects for the competitive
Regional Surface Transportation Program (RSTP) and Congestion Mitigation and Air
Quality Program (CMAQ) funds with the following descriptions:
RSTP Program
The RSTP provides flexible funding that may be used by local agencies for projects to
preserve and improve the conditions and performance on any Federal-aid highway,
bridge and tunnel project on any public road, pedestrian and bicycle infrastructure, and
transit capital projects, including intercity bus terminals.
CMAQ Program
CMAQ funding can be used to maintain and improve the existing transportation system,
expand the system to reduce congestion, and to establish programs and projects that
will assist the region in reducing mobile emissions and help meet federal air quality
standards throughout the region.
On September 11, 2013, SLOCOG and City staff met again to further define the City's
potential projects, and on September 19, 2013, City staff submitted Statements of
Interest for the following projects proposed to be funded through the RSTP and/or
CMAQ programs:
• East Grand Avenue I East Branch Street Enhancements
• Fair Oaks Avenue Operational Improvements
On October 18, 2013, as requested by SLOCOG, City staff submitted formal
applications for these two projects.
ANALYSIS OF ISSUES:
The following projects are proposed in response to SLOCOG's August 7, 2013, call for
projects for RSTP and CMAQ funding.
Local agencies in the region compete for these funds. After set-aside targets, it is
estimated $5.6 Million of RSTP funds and $7.0 Million of CMAQ funds will be available
for FY 2013/14 through FY 2015/16.
East Grand Avenue I East Branch Street Enhancements
The City has requested $998,000 in RSTP and/or CMAQ funding for streetscape
improvements along the remaining sections of the East Grand Avenue I East Branch
Street corridor.

The project proposes installation of landscaped bulbouts and medians, bicycle lanes,
sidewalk infill, crosswalk enhancements, new street furniture, street trees, and ADA
accessible ramps. SLOCOG requested the sections be depicted separately so in the
event there is not enough funding for the entire corridor, there may be an opportunity to
fund one or two of the sections. Preliminary concept drawings involving extension of
the Village streetscape plan are attached. Concepts for East Grand Avenue are
proposed to be developed through a comprehensive planning process in early 2014.

Fair Oaks Avenue Operational Improvements
$355,000
The primary objective of the project is to address circulation and pedestrian/cyclist
safety issues involving high school traffic. The City has requested $3.6 Million in RSTP
and/or CMAQ funding for operational improvements on Fair Oaks Avenue between
Traffic Way and Valley Road.
The project proposes the installation of a roundabout at the US-101 southbound off-
ramp/Fair Oaks Avenue/Orchard Avenue intersection; reconfiguration of Fair Oaks
Avenue from 4 travel lanes to 3 travel lanes with bicycle lanes and a center left turn
lane; installation of a bus turnout on Fair Oaks Avenue at Arroyo Grande High School;
and installation of a buffer area designed to remove mud-and caked-soil from the tires
of farm machinery to avoid transporting it onto Fair Oaks Avenue.
A feasibility study evaluating these concepts and potential alternatives still needs to be
completed. The purpose of the application is simply to be considered to ear mark
·funding. Approval of this item by the Council does not constitute approval of the project
and does not commit the City to proceed with the project. Preliminary analysis of the
concept has been favorable.

Time line

be submitted to the SLOCOG Technical and Citizen Transportation Advisory

Committees for their review. On December 4, 2013, the SLOCOG Board will review a
Draft Program of Projects. When approved, the Program of Projects will be amended
into the 2013 Federal Transportation Improvement Program (FTIP) and carried forward
to the 2015 Federal Transportation Improvement Program as appropriate.
ADVANTAGES:
By approving staff's recommendations, it will enable the City to compete for much needed
funding for the East Grand Avenue/East Branch Street Enhancements and Fair Oaks
Avenue Operational Improvements projects.
DISADVANTAGES:
If the grants are approved, the commitment of local match funding may delay other
priority projects that have been identified for the City.
ENVIRONMENTAL REVIEW:
None required for grant applications.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, November 7, 2013. The
Agenda and report were posted on the City's website on Friday, November 8, 2013. No
public comments were received.

GRANDE DECLARING INTEREST IN OBTAINING 2014 REGIONAL
TRANSPORTATION IMPROVEMENT PROGRAM (RTIP) FUNDING
FROM THE SAN LUIS OBISPO COUNCIL OF GOVERNMENTS FOR
ELIGIBLE CAPITAL IMPROVEMENT PROJECTS
WHEREAS, on August 7, 2013, the SLOCOG Board of Directors approved a call for
projects for the Regional Surface Transportation Program (RSTP) and the Congestion
Mitigation and Air Quality Program (CMAQ) with applications due on or before 4:00 p.m.
on October 18, 2013; and
WHEREAS, the Regional Surface Transportation Program (RSTP} funding is
established to improve the condition and performance on any Federal-aid highway,
bridge, public road, pedestrian and bicycle infrastructure, and transit capital projects;
and
WHEREAS, the Congestion Mitigation and Air Quality Program (CMAQ) funding is
established to fund projects likely to reduce air pollution, including congestion reduction,
traffic flow, and pedestrian and bicycle infrastructure capital projects; and
WHEREAS, the City has filed applications to fund streetscaping improvements along
the East Grand Avenue/East Branch Street corridor, and for operational improvements
on Fair Oaks Avenue between Traffic Way and Valley Road; and
WHEREAS, the City agrees to comply with all requirements as set forth in the specific
program/application and implementation procedures; and
WHEREAS, the City commits to complete, operate and maintain each of the capital/
projects if funding is approved; and
WHEREAS, the City supports expending local matching funds where established for
that purpose for capital projects, and to ensure that funds required from other sources
are reasonably expected to be available at the time frame needed to complete the
projects.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby request that Regional Surface Transportation Program (RSTP)
and Congestion Mitigation and Air Quality Program (CMAQ ) funds be programmed for
use by the City of Arroyo Grande for streetscaping improvements along the East Grand
Avenue/East Branch Street corridor and for operational improvements on Fair Oaks
Avenue.
