Sponsorship of Skate ParkMEMORANDUM TO: CITY COUNCIL FROM: STEVEN ADAMS, CITY MANAGER f SUBJECT: CONSIDERATION OF SPONSORSHIP OF SOUTH COUNTY SKA TE PARK DATE: NOVEMBER 12, 2013 RECOMMENDATION: It is recommended the City Council: 1) appropriate $1,000; and 2) approve an expenditure of $1,000 for sponsorship of the South County Skate Park in Grover Beach. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The recommendation will result in an expenditure of $1,000 to the General Fund unappropriated fund balance and will not impact personnel resources. BACKGROUND: After a period of closure due to lack of funding, the South County Skate Park in Grover Beach has been reopened and is run by the South County YMCA. The City recently received the attached request for a $1,000 sponsorship of the program. ANALYSIS OF ISSUES: Since the City's substantial budgetary restrictions began several years ago, all financial assistance requests to local organizations have been suspended. Staff recommends the City Council make an exception with regard to this request because a number of circumstances make it unique. First, the facility is located within a block of the City limit and directly serves Arroyo Grande youth. Second, staff has investigated ways in which to address the need for skateboarding opportunities for local youth. Participation in the Grover Beach facility is by far the most economical. Third, the City has experienced a number of issues of damage to public facilities due to skateboarding in inappropriate locations. Therefore, providing a feasible alternative will directly benefit the City by reducing these incidents. Item 8.h. - Page 1 CITY COUNCIL CONSIDERATION OF SPONSORSHIP OF SOUTH COUNTY SKATE PARK NOVEMBER 12, 2013 PAGE2 ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1) Approve the appropriation and expenditure; 2) Approve a different amount of assistance; 3) Do not approve the sponsorship; or 4) Provide staff with other direction. ADVANTAGES: Sponsoring the Grover Beach Skate Park will help provide a feasible and appropriate location for a popular and constructive youth activity. DISADVANTAGES: No disadvantages have been identified other than the cost. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC INFORMATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, November 7, 2013 and on the City's website on Friday, November 8, 2013. No comments were received. The South County Skate Park offers local youth an opportunity to practice their skills,get outdoor exercise, learn skating etiquette and make new friends.
