SUBJECT: CONSIDERATION OF REVIEW OF COUNCIL APPOINTMENTS TO
REGIONAL AND LOCAL BOARDS, COMMISSIONS, AND
COMMITTEES
DATE: NOVEMBER 26, 2013
RECOMMENDATION:
It is recommended the City Council 1) review the current list of appointments to regional
and local boards, commissions, and committees with Council representation; 2) make
appointments to vacant positions and approve reassignments as desired; and 3)
authorize the City Clerk to update FPPC Form 806 (Agency Report of Public Official
Appointments) for posting on the City website.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal or staffing impact from this action.
BACKGROUND:
After each election year, the Council makes appointments to the regional and local
boards, commissions, and committees that have Council representation. Options
include filling vacancies, making reappointments, and/or selecting new appointments.
Once the appointments are approved by the Council, the names .of the Council
representatives are submitted to the respective agencies.
ANALYSIS OF ISSUES:
A current appointments list is attached for the Council's review, which shows the
existing appointees to the regional agencies. Each of the agencies listed either requires
a member of the Council be appointed as the primary representative and alternate or
those that have traditionally been the practice to have Council Members as the
representatives. The appointments list also identifies the specific
board/commission/committee, the frequency of meetings, the day, time, and location of
the respective meetings, the staff contact (if applicable), and any requirements
regarding the appointment.
There are currently vacancies as a result of Council Member Ray's resignation after
being appointed to the County of San Luis Obispo Board of Supervisors. Now that

Council Member Barneich has been appointed to fill the vacancy, it is necessary to
1 review and fill these vacancies.
ALTERNATIVES:
The following alternatives are provided for the City Council's consideration:
-Appoint Council Member Barneich to fill the existing vacancies formerly held by
Council Member Ray;
-Reassign and reappoint representatives as appropriate; or
-Provide direction to staff.
ADVANTAGES:
Filling the vacancies will ensure the City is represented on all the boards, commissions,
and committees.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted in front of City Hall on Thursday, November 21, 2013 and on
the City's website on Friday, November 22, 2013. No public comments were received.
