' A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE APPROVING CONDITIONAL USE
PERMIT NO. 13 -002 AND ADMINISTRATIVE SIGN PERMIT NO.
13 -011, 'APPLIED FOR BY 'SHOUTS OF GRACE CHURCH,
LOCATED AT 1375 E. GRAND AVENUE, SUITE #106
WHEREAS, on March 7, 2006 the Planning Commission of the City of Arroyo Grande adopted
Resolution No. 06 -1993, approving Vesting Tentative Parcel Map No.. 05-002 and Conditional, Use
Permit No. 05 -007 for the construction of two (2) ^single -story commercial'buildings; and
WHEREAS, on October 21, 2008 the Planning Commission adopted Resolution No. 08 -2072,
approving Planned Sign Program 07- 001for the commercial development; and
WHEREAS, the Planning Commission has considered Conditional Use Permit No. 13 -002, filed by
Shouts of Grace Church, to establish approximately' 2,000 square -feet of office space and
approximately 1,500 square -feet of multi - purpose meeting area in the established commercial
building ,and
WHEREAS, the Planning Commission has held a public hearing on this application in accordance
with City Code; and
WHEREAS, the Planning Commission has found that this project is consistent with the General
Plan and the environmental documents associated therewith; and
' WHEREAS, the Planning Commission has reviewed this project in compliance with the California
Environmental Quality Act (CEQA) and has determined that the project is categorically exempt
pursuant to Section 15301 of the -CEQA Guidelines ;,and
WHEREAS, the Planning Commission finds after due study, deliberation and public hearing, the
following circumstances exist:
Conditional' Use Permit Findings:
1. The proposed use is conditionally permitted within the subject district pursuant to the
provisions of Section 16.16.050 of the Development Code, and complies with all
applicable provisions.of.the Development Code, the goals and objectives of the Arroyo
Grande General Plan, and;the development polices and standards of the City.
2. The proposed use will not impair the integrity and character of the district in which it is to be
established or located. The establishment of the church offices and meeting area will
occur within an existing,commercial, building thaf,is currently' vacant.
3. The site is suitable for the type and intensity of use or development that is proposed.
Ample parking exists on -site and the proposed hours of highest facility use will be off -peak
hours thafare not anticipated to impact nearby commercial businesses or residences
4. There are adequate provisions for public utilities and services to ensure, the public health
and safety.
' 5. The: proposed use will not be detrimental, to 'the public health, safety, or welfare, or
materially injurious to properties and improvements in the vicinity. The church offices and
multi - purpose meeting area will not have a significant impact on the circulation system and
will not generate odor, smoke, or any other adverse impacts on adjacent land uses.

Administrative Sign Permit Findings:
1. The proposed sign is consistent with the goals, objectives, policies and programs of the
Arroyo Grande General Plan and the provisions of Planned Sign Program 07 -001 with
regard to the number, type, and size of signs.,
2: The proposed sigh conforms to applicable development standards of -the ,Development
Code and Planned Sign Program 07 -001 with regard to the number type, and size.of'signs.
The proposed sign will not be detrimental to the public health, safety, or welfare as a result
of being constructed and installed in accordance with all applicable Building Codes.
3. The physical location of the sign meets the provisions of Planned Sign Program 07 -001 and
is compatible with the surrounding neighborhood.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo
Grande hereby approves Conditional Use Permit No. 13 -003 and Administrative: Sign Permit, No.
13 -011, with the above findings and subject to the +conditions as set forth in Exhibit "A ", attached
hereto and,incorporated, herein by this reference.
On motion by Commissioner Martin, seconded by Commissioner Sperow, and by the following
voice vote

PLANNING DIVISION
GENERAL CONDITIONS
This approval'is for the establishment'of a,6hurch office'and multi - purpose meeting area in
an existing commercial building totaling approximately 3,500 square -feet, including
approximately 2,000 square -feet of office space and'1,500 square -feet meeting area.
The applicant shall ascertain and comply with all Federal, State, County and City
requirements as are applicable to this project.
2. The applicant shall comply with all conditions of approval for Conditional Use
' Permit No. 13 -002 and Administrative Sign Permit No. 13 -011.
3. This application shall automatically expire on July 2, 2015, unless a building permit
is issued. Thirty (30) days prior to the expiration of the approval, the applicant may
apply for an extension of one (1) year from the original date of expiration.
4. Development shall occur in substantial conformance with the plans presented to, the
Planning Commission at;the meeting of July 2, 2013.
5. The applicant shall agree to defend at his /her sole expense any action brought
against the :City;, its present or former agents, officers, or employees because of the
issuance of said approval„ or'in anyway relating to the implementation thereof, or in
the alternative, to relinquish such approval. The applicant shall reimburse the City;
its agents, officers, or-employees, for any court costs and attorney's fee's which tie
City, its agents, ,officers oremployees may be required by a court to, pay as a result,
of such action. The City may, at its sole discretion,, participate at its own expense in
the defense of any such action but such participation shall not relieve applicant of
his /her obligations under this condition.
6. Development shall conform to the Gateway Mixed -Use (GMU) zoning requirements
except as otherwise approved.
' 7. Signage shall be subject to the requirements of Development Code Chapter 16.60.
8. The applicant shall notify the City of any alteration to the use of the space outside of
what was considered during the approval of Conditional Use Permit 13-002.

'9. The applicant shall coordinate with the Community Development Department on '
parking - related issues for events of 100 people or more.
ARCHITECTURAL REVIEW COMMITTEE
10. The sign area shall be calculated withouMhe inclusion of whitespace.
11.. The sign shall be proportionally scaled.to less than 100 square -feet.
12 The sign shall be located over the center commercial bay occupied by the
applicant.
13. The sign shall use a bullet feature in place of the vertical bar to reduce the bar
being mistaken fora letter.-
14. Four (4) gooseneck lights of the same style as other gooseneck lights in the
commercial center shall be used to illuminate the sign. The lights shall be
equally spaced along the entirety of the sign to illuminate the whole sign.
15. Small window signs shall be used to identify the entrance as well as the suite
number. '
16. The applicant shall coordinate with Community Development Department staff
regarding the reordering of awnings for the three (3) commercial bays utilized by
the applicant.
BUILDING DIVISION
17. The project shall comply with the most. recent editions of all California Codes, as
adopted by the City of Arroyo Grande.
18. Any review costs generated by outside consultants shall be paid by the applicant.
19. Building permit fees shall be based on codes and rates in effect at the time of
building permit issuance.
20. All plans for the change in occupancy must be completed by a licensed architect.
21. Building permits are required for the occupancy change.
22. All soundproofing will require building permits, as identified by the Building
Official.
PRIOR TO OCCUPANCY '
23. The building must be adequately fire sprinklered for the change of occupancy.
