1. CALL TO ORDER
Chair Ruth called the Regular Planning Commission meeting to order at 6:00 p.m.
2. ROLL CALL
Planning Commission: Commissioners Jennifer Martin, Lisa Sperow, Kristen Barneich,
and Chair Elizabeth Ruth were present: Commissioner John
Keen was absent.
Staff Present: Assistant Planner Matt Downing, Community Development
Director Teresa McClish, and Deputy City Attorney Jon
Ansolabehere were present.

Commissioner Martin led the Flag Salute.

April McLaughlin, Arroyo Grande resident, commented on the continued operation of the
farmer's market in the Village on Saturdays even though a permit is not in place for the activity.

7.a. Consideration of Approval of Minutes
Action: Commissioner Sperow moved, and Commissioner Martin seconded the motion to
continue minutes of the Regular Planning Commission ,meeting of June 18, 2013 to the next
regular meeting. The motion passed on the following roll call vote:
AYES: Sperow, Martin, Barneich, Ruth
NOES: None
ABSENT: Keen
Action: Commissioner Barneich moved, and Commissioner Martin seconded the motion to
approve the Regular Planning, Commission minutes from July °2, 2013: .,meeting with the.following
modification: page 2, under 8. PUBLIC HEARINGS, fifth paragraph, should ,read .:..opposed
"the-statement" the anticipated..... The motion passed on the following roll call vote:

Action: Commissioner Sperow moved, and Commissioner Martin seconded the motion to
approve the August 6, 2013 minutes of the Regular Planning Commission meeting as
presented. The motion passed on the following roll call vote:

8.a. Consideration of Conditional Use Permit Case No. 12- 002/Variance Case No. '12-

880'Oak Park Boulevard; Applicant— Russ 'Sheppel
Assistant Planner Downing, recommended the Commission continue the Public Hearing to a
date certain of "September 17, 2013,
Action: Chair Ruth moved to continue the Public Hearing to a, date certain of September 17,
2013. Commissioner Sperow seconded, and the motion passed on the following roll call vote.

9. NON - PUBLIC HEARING ITEM
9.a. Certificate of Compliance Case No. 13 -002; Location — 930 E. Grand Avenue;
Applicant —,Peter Keith
Assistant Planner Downing presented the staff report recommending the Planning Commission
adopt a Resolution approving Certificate of Compliance Case No 13 -002.
Assistant Planner Downing responded to Commission questions regarding the project
Chair Ruth.opened'the meeting for'public comment.
Michael Pick„ representative, 'Frederickson Pick LLP, spoke briefly "in support of the project.
Hearing no further comments, Chair Ruth closed the public comment period.
Action: Commissioner Sperow moved to adopt "A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING CERTIFICATE OF
COMPLIANCE 13 -002; LOCATED AT 930 E. GRAND AVENUE; APPLIED FOR BY PETER
KEITH ". Commissioner Barneich seconded, and the motion passed on the following roll call
vote:
AYES: Sperow, Barneich, Martin, Ruth

Assistant Planner Downing presented the staff report recommending the Planning Commission
adopt a Resolution finding the modified location and design of the ground sign to be in
substantial conformance with the approved ground sign
Assistant Planner Downing responded to Commission questions regarding the project.
Chair Ruth opened the meeting forrpublic comment.
Dustin Pires, representative, MW Architects, and representing First Picks Management,
responded to Commission questions.regarding• the sign.
Hearing no further'comments, Chair Ruth closed the public comment period.
Action. Commissioner Sperow moved to adopt "A. RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF ARROYO GRANDE FINDING THE RELOCATION AND
HEIGHT MODIFICATION TO BE IN SUBSTANTIAL CONFORMANCE WITH THE
APPROVED GROUND SIGN; PLANNED SIGN PROGRAM 13 -003; LOCATED AT 1390
WEST BRANCH STREET, APPLIED,FOR BY FIRST PICKS MANAGEMENT ". Commissioner
Barneich seconded, and the.moti'on passed omthe following roll calf'vote:

Commissioner Barneich asked a question regarding Design Review 13 -009. Assistant Planner
Downing responded that the project was reviewed by the Architectural Review Committee and
that all setback issues were adequately resolved prior to approval.
11. COMMISSION COMMUNICATIONS
' Chair Ruth asked about the current status of permits in process forthe Village farmer's market.
Community Development Director M_cClish responded that a conditional use permit is being
processed following the discovery during a public records request that no permit is in place and
that the operation is being allowed to continue as the permit is being processed.
