SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENTS TO THE PLANNING
COMMISSION AND ARCHITECTURAL REVIEW COMMITTEE

RECOMMENDATION:
It is recommended the Council: 1) approve the recommendation of Mayor Pro Tern
Costello to appoint Randy Russom to the Planning Commission; 2) approve the
recommendation of Mayor Ferrara to appoint Tom Goss to the Planning Commission;
and, 3) approve the recommendation of Mayor Ferrara to appoint Barbara Harmon to
the Architectural Review Committee, contingent upon the appointment of Tom Goss to
the Planning Commission.
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
BACKGROUND:
On January 14, 1997, the City Council adopted Ordinance No. 481 amending the
composition of applicable Commissions, Committees and Boards from seven to five
members and also adopted Resolution No. 3192 establishing Council policy as it relates
to the appointment procedure to the Commissions, Boards and Committees. The
Ordinance states that the Mayor and each respective Member of the Council shall
recommend a representative to the various Commissions, Boards and Committees,
subject to the approval by a majority vote of the Council. All Commission, Board, and
Committee Members serve at the pleasure of the Council.
ANALYSIS OF ISSUES:
Two unscheduled vacancies have recently occurred on the Planning Commission. One
was due to a resignation by Elizabeth Ruth effective October 10, 2013. The other was
due to the appointment of Kristen Bameich to the City Council on November 12, 2013.
The terms for these seats expire January 31, 2015. A public notice of the vacancies
was posted at City Hall and on the City's website .. The City forwarded seven
applications to Mayor Ferrara and Mayor Pro Tern Costello for review from Doug Tait,
Randy Russom, Barbara Harmon, Andrew Moreno, Tom Goss, Joseph Furino, and
Aaron Henkel.

Mayor Pro T em Costello has recommended one of the vacancies be filled by Randy
Russom. Mr. Russom currently serves on the Architectural Review Committee (ARC). If
he is appointed to the Planning Commission, he will automatically vacate his seat on the
ARC.
Mayor Ferrara has recommended that the other Planning Commission vacancy be filled
· by Tom Goss. Mr. Goss also currently serves on the ARC. If he is appointed to the
Planning Commission, he will automatically vacate his seat on the ARC. Application
forms for the recommended appointments are attached.
If the Council appoints Tom Goss to the Planning Commission, Mayor Ferrara is
recommending the appointment of applicant Barbara Harmon to fill this vacancy on the
ARC. Ms. Harmon's application is also attached.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Approve the recommended appointments;
Do not approve the recommended appointments; or
Provide direction to staff.
ADVANTAGES:
Approval of these recommended appointments will provide for a full membership of the
Planning Commission.
DISADVANTAGES:
Approval of the recommended appointments will still leave one vacancy on the
Architectural Review Committee. No other disadvantages are identified as long as the
appointments reflect the desired community representation on these advisory bodies by
the City Council.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall on Thursday, December 4, 2013. The Agenda and
report were posted on the City's website on Friday, December 5, 2013. No public
comments were received. ·

For 23 years, I dedicated my service to the citizens of Santa Barbara County as a peace officer for the Probation
Department. It has always been my goal to provide this same dedication and service to the citizens of Arroyo Grande. To
reach this goal, I planned to run in the November 2014 election.
Since 1988, I have resided in the Village of Arroyo Grande. During this time, I have witnessed responsible growth,
economic gains, fiscal responsibility, beautifications and improvements while faced with strong and weak economic
forecasts. I want to be part of the process and get the best outcomes for the city and citizens by bringing my knowledge
and experience of county governance to the table.
I want to enhance our City's vitality by continuing to foster the growth and prosperity of local businesses, by
preserving and respecting the historical culture and charm, by promoting tourism, by listening to citizen's concerns and by
keeping the City safe.
My vast experience and background with county government issues that include budget shortfalls, public safety, policy
development and implementation, staffing issues, high liability situations, grant management, civil, municipal, penal and
