This estimate is equal to the final adjusted figure for the 2013 fiscal year minus a 10% reduction due to anticipated Federal budget cutbacks to the CDBG program. Similar to last year, the County will help administer the public service grants for the City which will reduce City staff time involved. County staff will be paid through the CDBG program funds allocated to the City. BACKGROUND: On May 24, 2011, the City Council approved a Cooperative Agreement with the County of San Luis Obispo for the joint participation in the CDBG Program for fiscal years 2012 through 2014. The City, as a participant in the Housing and Urban Development (HUD) designated Urban County program, receives an annual formula-based allocation of CDBG funds. These funds are available for a variety of Community Development activities as long as the activities meet at least one of three national objectives. The objectives are: 1. Benefit low-and moderate-income persons; 2. Aid in the prevention or elimination of slums or blight; or 3. Address urgent community development needs that pose a serious or immediate threat to public health or welfare. The County distributed a Request for Proposals (RFP) and notified the public that the County and participating cities would accept applications for funding until October 15, 2013. In addition, City and County staff held a "Needs Assessment Workshop" on October 2, 2013 to gather input from the public regarding the allocation of CDBG funds. The second CDBG public workshop is scheduled for January 20, 2014 at Arroyo Grande City Hall. ANALYSIS OF ISSUES: Staff has prepared its recommendations using the following criteria set forth by the County in the RFP: 1. Consistency with Federal regulations and laws; 2. Community support (for example, approval of project by a city council); 3. Seriousness of community development need proposed to be addressed by project; Item 9.a. - Page 2 CITY COUNCIL CONSIDERATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR YEAR 2014 DECEMBER 10, 2013 PAGE3 4. Degree to which project benefits low-income and very low-income families or persons; 5. Feasibility of the project to be completed as budgeted and by December 31, 2014; 6. Cost effectiveness of funds requested and leveraging of other funds; and 7. Organization's experience or knowledge regarding CDBG or HOME requirements. The Cooperative Agreement between the County and the City gives discretion · regarding allocation of funds. Unless the City's recommendation to the County for funding is clearly in conflict with CDBG regulations, the County will approve the recommendation. The final decision for funding priority will occur in February 2014. Public Services The competitiveness for public services funds, which is capped at 15 percent, is historically strong and requests far exceed available funds ($25,000 is requested and $8,657 is available). Due to the competition for these limited funds, the additional funding criteria below are used as a guideline to establish staff's recommendation: Priority in funding consideration has been given to programs that provide the best combination of the following program characteristics: • The provision of basic human needs. Services rated highest include those providing food, shelter, clothing, urgent medical or crisis care, and basic children's security. Moderate ranking includes those programs providing youth · services, social support, and non-urgent medical care. • Provide needed services to the residents of the City of Arroyo Grande. • Support a demonstrated need for services within the City of Arroyo Grande based upon program action in prior years. • Derive a majority of program funding from local entities and donations. • Have demonstrated proportional and fair funding requests to other agencies within the County. • Would incur severe budget shortfalls if funding from the City of Arroyo Grande would be withheld or drastically curtailed. • Provide services at the County level but no local facilities exist. • Have demonstrated the timely and efficient use of previous CDBG funds. This standard is important since HUD and the County has mandated timely spending of funds with one year of availability. As discussed last year when Council considered the 2013 CDBG allocations, HUD has significantly increased its monitoring efforts of jurisdictions participating in the CDBG program, which means that local jurisdictions must increase their monitoring efforts of recipients as well. According to County staff, the cost to properly monitor a given CDBG activity is approximately $8,000. Therefore, it is important to limit the overall number of Item 9.a. - Page 3 CITY COUNCIL CONSIDERATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR YEAR 2014 DECEMBER 10, 2013 PAGE4 allocations and to award activities that either individually or cumulatively receive greater than $10,000 in CDBG funding. The City received a total of two (2) applications: One (1) from Community Action Partnership of San Luis Obispo County, Inc. (CAPSLO) for their Adult Wellness and Prevention Screening Program, and one (1) from the Senior Nutrition Program of San Luis Obispo County. Due to the decrease in CDBG funding this year and the necessary increase in monitoring efforts described above, staff is recommending that the Adult Wellness and Prevention Screening Program through CAPSLO be partially funded and that no funding be allocated to the Senior Nutrition Program of SLO County. Of the two public service applications, staff believes the Adult Wellness and Prevention Screening Program best satisfies the screening criteria. This health-related. program has a widespread impact to the community by keeping low-income and seniors healthy, and the requested amount ($10,000) is close to the estimated funds available ($8,657). Recommended funding $8,657 ($10,000 requested); Adult Wellness and Prevention Screening (Community Action Partnership of San Luis Obispo County, Inc.) -This program provides a mobile health clinic for low-income, uninsured, and underinsured adults with free preventive and maintenance health screening, education, advocacy and referral for adults within the County. 96% of the clients are seniors. Recommended funding $0 ($15,000 requested); Senior Nutrition Program of San Luis Obispo County -This program provides hot nutritionally balanced meals for seniors. Public Facilities Staff recommends allocating $25,401 to assist in Americans with Disabilities Act (ADA) improvements by removing architectural barriers within the public right-of-way and to City-owned public facilities. This may include ADA ramps, sidewalk improvements or other ADA related improvements to public facilities. Final determination of ADA improvements will be coordinated with the City's Sidewalk Improvement Plan and other Capital Improvement Programs. This funding is important to assist the City in achieving compliance with ADA requirements. The Lucia Mar Unified School District submitted an application for $205,000 to make various ADA accessibility repairs to Arroyo Grande High School and Ocean View Elementary School as follows: Arroyo Grande High School: • Repair and re-finish the asphalt surface which is the accessibility path of travel to the sports field stadium and complex ($181,000). · • Sidewalk replacement at various locations ($10,000). Item 9.a. - Page 4 CITY COUNCIL CONSIDERATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR YEAR 2014 DECEMBER 10, 2013 · PAGES Ocean View Elementary School: • · Replacement of main entrance sidewalk ($6,000). • Replace asphalt to the main playfield ($8,000). This _is the first CDBG application that the City has received from the School District. Given the numerous ADA projects. that the City is responsible for implementing, the limited CDBG funds available for ADA improvements, and the large request from the School District, staff does not recommend allocating funds to the School District. Economic Development The City did not receive any requests for economic development projects. Elimination of Slums and Blight Efforts related to the elimination of slums and blight is limited to a 30 percent area benefit cap ($17,314). Because of the ongoing demand for participation in the fa9ade grant program, staff recommends funding of $15,000. Administration and Planning Funds requested for the administration of the CDBG program have decreased in direct proportion to the overall decrease in the City's CDBG funding, even though HUD administrative requirements are increasing. Staff re~ommends allocating $8,657 for program administration, which is 15% of total funds (the cap is 20%, or $11,543). Staff has established a real time billing arrangement with the County of San Luis Obispo to assist with administration efforts. Therefore, a portion of the funds will reimburse the City for staff time and a portion will be used to contract with the County to administer the public service grants once approved. Note that the proposed funding of $8,657 is close to the amount the City spent on both City and County administration costs in 2013. Two primary issues have been identified for Council consideration when evaluating the alternatives. First, one of the City's highest priorities is addressing Americans with Disabilities Act (ADA) accessibility deficiencies. Despite dedicating a combination of Local Sales Tax and CDBG funds to this need each year, a substantial number of improvements are still necessary in order to ensure an_ adequate level of accessibility throughout the City's streets, sidewalks and facilities. Staff is currently updating the City's ADA compliance plan and prioritizing future projects. While there is a maximum amount of funding that can be expended on public services, there is no requirement to expend any of the funding in this category. As a result, the City Council could deem ADA accessibility the City's top priority for this funding and then dedicate funding from public services and some of the facade improvement funds to this program. By doing so, it is estimated that that CDBG funds for ADA improvements could be increased to approximately $44,000. This could result in overall funding of approximately $64,000 Item 9.a. - Page 5 CITY COUNCIL CONSIDERATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR YEAR 2014 - DECEMBER 10, 2013 PAGE6 annually when combined with Local Sales Tax funds, which could have a signifi,cant impact on this program. The second issue is that the City Council expressed frustration last year regarding the inability to award smaller public service grants to multiple applicants. Applications dropped off significantly this year so this may no longer be an issue. One suggestion made was to fund other City projects with ADA funds and then take the City funding saved and instead use it for public service grants, which would no longer have the Federal restrictions attached. The concern with this approach is that it would likely require use of Local Sales Tax funds for purposes it was not originally intended. ADVANTAGES: The recommended allocations fund important City priorities. At the same time, it allocates funding for priority public s-ervice requests to fund meaningful amounts and reduce administrative staff time. The recommendations are consistent with the past approach that has been recommended and approved in allocating these funds. DISADVANTAGES: The recommendations result in unfunded requests from two organizations: CAPSLO (Senior Nutrition Program) and Lucia Mar Unified School District (ADA improvements). The proposal also does not maximize the funding that could be targeted for City needs to increase accessibility for the disabled, which is a high priority and serious need. ALTERNATIVES: The following alternatives are provided for the Council's consideration: -Approve staff's recommended preliminary funding for CDBG programs for the year 2014; Modify staff's recommended funding for CDBG public service programs to include other public service requests; Eliminate funding for public service requests and reduce funding for fa9ade improvements to increase funding for City ADA projects. It is suggested the Council consider an option of transferring the $8,657 from public services and $10,000 from fa9ade grants to public facility projects. Given the strict ADA requirements and the large inventory of ADA deficiencies located within the City's right-of-way and other public facilities, correcting these deficiencies is a City priority. This would provide a total of $44,058 in CDBG funds for ADA improvements. The Council may also consider using local sales tax revenues to fund Public Service requests in lieu of CDBG funds, which would eliminate the restrictions on size of grants; or Provide direction to staff. Specific projects that may have environmental impacts will be reviewed under CEQA and NEPA prior to implementation. PUBLIC NOTIFICATION AND COMMENTS: A public hearing notice was published in The Tribune on Friday, November 29, 2013 and mailed to all CDBG project applicants. The Adult Wellness and Prevention Screening (Adult Wellness) Program is a mobile health clinic that provides low-income, uninsured, and underinsured adults with quality, accessible and free preventive and maintenance health screening, education, advocacy and referral regarding important health issues for a vulnerable and growing population. A part-time Program Coordinator/Registered Nurse (RN) and Aide Clerk bring equipment, supplies, and a laptop computer for data collection at each clinic site. Services include: • Screenings: depression; blood pressure; pulse and weight monitoring; hemoglobin; blood glucose; and cholesterol. The specific screenings provided by the program are vital; results may show increased risk of cardiovascular disease and/or other chronic diseases, such as diabetes. Often there are no systems indicating that the individual has a developing or occurring health issue. If these health risks are left unmonitored or untreated, they could be fatal or lead to hospitalization. • Education topics: diet; exercise; healthy aging; lifestyle modification; reinforcement of medication compliance; appropriate use of hospital emergency rooms; and bereavement issues. • Referrals: medical, social, legal, counseling, and other referrals are made as appropriate. • Advocacy/Personalized care: Patient data is tracked and monitored so that clients receive individualized services. In addition, the RN advocates for clients by contacting referral sources on their behalf. For example, the RN will contact a physician's office to ensure that a patient receives a timely appointment. Though the program serves all adults, 96% of clients are seniors ages 55 and over. Although medically one of the most vulnerable segments of the population, seniors are often unable to afford or have access to a doctor. The Adult Wellness Program is committed to ensuring that seniors have access to free services which help maintain their health, independence, and quality of life, potentially avoiding premature and costly institutionalization. Staff promotes behaviors and activities that focus on reaching and maintaining optimal health and stability, helps identify possible health problems, offers support and social interaction for clients, and teaches clients to become active participants in their own health care. Participant surveys completed in 2013, revealed the following results: • Of all returning participants who responded, 100% reported an improvement in their physical and/or mental health due to the health education, screening, and/or referrals. o Of all returning participants who responded, 100% reported an improvement in their cnolesterol, blood sugar, and/or, blood pressure levels. • 85% of participants reported accessing the clinic because of its convenient location and/or low-cost screenings. 4. Obtaining funding for the Adult Wellness Program has been challenging and the program is currently experiencing a $32,296 deficit for the 2013-2014 year. The program collaborates with the Community Health Centers and the Noor Clinic, both of which currently have long wait times for services and with the Affordable Care Act (ACA) coming, are bracing to have even longer wait times. There is increased urgency for these organizations to have options for patients that may not have immediate needs -and the Adult Wellness Program is the only such countywide option. Without funding from CDBG, City of Arroyo Grande, the program's service areas will most likely have to be reduced. Significant economic and demographic factors also support the need for this program. While SLO County is ranked towards the middle of California counties in size, it is experiencing a growth rate in senior citizens that far outpaces the majority of the state. According to the California Department of Aging, between 1990 and 2020, SLO County will see a 100-149% increase in the elderly population, ages 60 and over, and a 200-299% increase in those 85 and over. This is a significantly greater growth rate than that of Los Angeles. This places greater pressure on social services, health institutions, and public services as well as influences the drivers of the local economy. Of the 2013 Adult Wellness clients surveyed, 51.3% reported that other than the Adult Wellness clinics they had no other sources of · preventive and/or maintenance health services -often putting off receiving any care until the issue becomes an emergency. The ACA, which will be implemented in 2014, will increase the number of county residents with health insurance; however local primary care providers state that they are already inundated with patients and are voicing their concern about the impact the ACA will have in terms of increased utilization of services - especially in specialty care. In addition, while more low-income individuals will qualify for Medi-Cal under the ACA, due to low reimbursement rates (San Luis Obispo is considered "rural"), there will not be enough providers accepting this form of insurance to meet the need. SLO County currently has a severe shortage of primary care physicians -54 per 100,000 compared to the state's rate of 60-80. There is major concern among local healthcare providers that the increased demand for services will a) make obtaining primary care even more difficult, and b) increase wait times to schedule appointments and longer wait times in the doctor's lobby and exam rooms. The two main sources for primary health care services for low-income community members, the Community Health Care Centers of the Central Coast (CHC) and the Noor Free Clinic, which operates only eight hours per week, already have long wait times to see patients: anywhere from three weeks for CHC to three months for the Noor Clinic. Once an appointment is secured, the time given to patients is usually no more than 10 minutes. One patient of the Adult Wellness Program shared her experience at one of these primary health care clinics: "For a three week wait to get in, a 30-minute bus ride, an hour wait in the lobby and exam room, I was given maybe 10 minutes with the physician's assistant. I didn't have time to talk with her about all of my issues before I was ushered out ... and I had to take the entire day off work." Adult Wellness assists in alleviating the strain on the local health care system by: 1) ensuring that those who have potentially critical health issues are assisted in accessing treatment in a timely manner; and 2) seeing patients who do not require immediate assistance -thus reducing wait times for appointments and in the physician's office. By managing chronic conditions, such as hypertension and diabetes, more costly doctor/emergency room visits and lab tests are avoided. Other than the Adult Wellness Program there are no other countywide programs that provide this type of regular, mobile service to low-income adults. 7. Please describe the specific organizational method used to implement the proposed project or program (single or multiple group, public agency, non-profit, for-profit, experience in operating similar programs, etc.): Since 1972, CAPSLO's Health and Prevention Division has successfully and cost-efficiently administered a multitude of federal, state, local, and private foundation grants. The Division implements results-oriented activities professionally and effectively, complies with reporting and fiscal requirements in a timely manner, and conducts program evaluations to ensure effectiveness and continuous program improvement. Program administration of the Adult Wellness Program is provided by the Program Coordinator/RN, Health and Prevention Division Director, and the Planning Department. A contracted physician is available for consultation. The program's long-standing and productive relationships with city and county governments, private agencies, and community coalitions have enabled it to be in operation for 35 years and enjoy an excellent reputation among county adults and health professionals alike. Adult Wellness collaborates with a total of 44 for-profit and nonprofit entities. 'She is able to connect each client with the assistance they need in regards to where to obtain affordable health care services; where to get the lowest priced prescription medications; where to acquire food assistance or delivery services; depression and bereavement counseling; assistance with utility payments; assistance with grocery shopping or completing chores around the house; transportation assistance; and more. She recognizes that making the initial phone call for needed services can be difficult; if she is concerned that a patient will not seek further guidance, she will make direct contact to the program/service. She follows through with patients regarding the referrals and services provided. These are services that their current physicians are unable to provide them, due to their increasing caseloads, yet it is exactly the type of services needed by senior patients who often need the extra time. 8. Ninety-three percent of clients were at or below the Federal Poverty Level and 52% were single persons. Those living alone are a vulnerable group; they are more likely than those living with one or more persons to have a higher rate of self-reported physical impairments and have a lower annual income. 12. How will the clients benefit from this project? From July 1, 2014 -June 30, 2015, clients are projected to benefit from the Adult Wellness Program in the following ways: Outputs 1. A minimum of 550 unduplicated participants will receive one or more health screenings at an Adult Wellness clinic, of which a minimum of 80 unduplicated participants will receive services through Arroyo Grande clinics. 2. A minimum of 950 clinic visits will be provided at 17 Adult Wellness sites throughout San Luis Obispo County, of which 136 visits will be provided through Arroyo Grande clinics. 3. A minimum of 2,900 units of service (including screening tests, counseling, education, and referrals) will be provided at 17 Adult Wellness clinics, of which 490 units will be provided through Arroyo Grande clinics. Outcomes 1. 85% of participants will access the Adult Wellness clinic because of its convenient location and/or low- cost screenings. 2. 90% of returning participants will report an improvement in their physical and/or mental health due to the health education, screening, and/or referrals they receive from an Adult Wellness clinic. 3. 90% of returning participants will report an improvement in their cholesterol, blood sugar, and/or blood pressure levels. ~ To fully comprehend how vital the program is to our community it's important to learn about individual client successes: "Olivia," a 75 year old Hispanic woman came to the clinic which was being held in the lobby of the senior apartment complex she resided in. She had not been to a doctor in more than four years because she did not have transportation and was not aware 'or transportation options to get to her doctor's office. The nurse explained the importance of seeing a doctor and wrote a note explaining her findings as well as helped her access senior transportation services. At the next clinic, one month later, Olivia shared' with the nurse that she saw her doctor who immediately placed her on medication for both her blood pressure and blood sugar. Olivia is now being monitored for both and will see the doctor again in a few months. The following comments provided by Adult Wellness patients in client surveys also illustrate the benefits of the program: o "I have no other means of having this testing done. It's the only care I have had for five years. I am very grateful." o "Heather (program nurse) took the time with me to help me better understand my medications and why it was so important not to skip them. I let her know that I was skipping them because I couldn't afford them and so she helped me apply for a program to get my medicine for a cheaper price. I don't know what I would have done if she hadn't helped me." 13. The Senior Nutrition Program of SLO County provides free, hot, nutritious noon-tim~ meals to seniors who are at least 60 years old. Seniors who are able to attend can eat meals at ~ 0 community sites throughout the county in congregate dining. We also deliver meals, with frozen meals for Saturday and Sunday, to qualified seniors who are homebound. We rely on over 250 volunteers to deliver meals. We are the only program serving senior meals throughout San Luis Obispo County and the only program that includes congregate dining and an opportunity for I socialization among the seniors. All of our meals are free to those who are eligi"ble, aJthough some clients choose to make voluntary anonymous donations. Our program has thred goals: nutrition, socialization, and safety. Both the congregate dining and the home delivery provide socialization and human contact to help break the cycle of isolation. Finally, the daily home deliveries by volunteers, along with regular assessments by site supervisors, provide both friendly human contact and a safety net from accidents or physical or financial abuse. All staff and volunteers are mandated to report ~y suspected abuse. Currently, we are based in the former County Hospital complex in San Luis Obispo where we are able to prepare all our meals in the former hospital's kitchen and handle our administrative needs in a small adjacent office. This past fiscal year, July 2012-June 2013, SNP prepared and delivered 146,309 meals to 1633 senior residents of San Luis Obispo County. We are requesting the CDBG grant funding to help us maintain the high quality of otir program and services. SNP gets half (50%) of the needed funding to operate the program from state and federal sources. We must raise the other half, $600,000 annually, through fundraising, donations, and local grants. However, our costs continue to rise, especially in the areas of food, labor costs, supplies, and gas and maintenance for our delivery trucks. Additionally, we constantly receive requests from new clients who want to participate in our program, especially among those who are homebound. The home-delivered meals cost more to the program than the congregate meals. In order to maintain our high level of service and program quality, we urgently need financial support froin local agencies. 7. We are a non-profit corporation that consists of a volunteer board of directors, dedicated staff of 8 full-time and 18 part-time employees, and over 250 volunteers. The process we use to provide hot, nutritious meals is as follows: • Assessment of potential clients is determined at the initial application process. It is also determined if there are other health issues, nutritional risks and limitations. When needed, we will refer potential clients to other appropriate agencies. • Our registered dietician prepares a menu of delicious and nutritious meals every month that follows all health and dietary restrictions. Under the guidance of our experienced kitchen manager, meals are prepared by trained staff in the central kitchen. Site managers, with the help of volunteers, heat and serve food to our dining room clients. They also pack meals that are picked up by volunteers from the sites to be delivered to the homebound five days a week. Two additional frozen meals are delivered on Fridays to homebound clients to see them through the weekend. • SNP delivers meals to the City of San Luis Obispo, the Five Cities (Arroyo Grande, Oceano, Grover Beach, Pismo Beach, and Nipomo ), Los Osos/Baywood Park, Morro Bay, Cambria, Atascadero, Santa Margarita, Templeton, and Paso Robles. • SNP maintains daily records of every meal and every client served. On any day of the year, we will be able to compare the cost-to-date of our food purchases for the fiscal year vs. last year by the number of clients and the number of meals and also by the number of homebound meals and the number of congregate meals. SNP leadership focuses on effectively managing our costs, maintaining meticulous records, and planning and preparing the highest quality meals for our seniors. Following is a brief biography of our leaders: • Elias Nim.eh, Executive Director, has been the director of SNP for 8 years. He has a B. Sc. degree in Agronomy from Arizona State University and 40-plus years' experience in the restaurant business. He owned and operated a local business, Tortilla Flats, Inc., for 20 years. • Irene Palacios, Kitchen Director, has been with the program for over 30 years and followed a steady progression of increasing responsibilities and promotions until reaching her current position as Kitchen Director approximately 27 years ago. • Wendy Fertscbneider, Nutritionist, has a degree in Dietetics and Food Administration from Cal Poly SLO. She has been with the program for over IS years in a variety of positions. Currently she works part-time as our Registered Dietician, which is required for this program, writing and approving menus, providing staff training and nutrition education, and serving as advisory council facilitator. • Additionally, interns from Cal Poly and Cuesta College assist our office staff. A group of approximately 35 volunteers, the Friends of Senior Nutrition Program, have the primary responsibility for planning and putting on our annual fund-raising event, the Night of a Million Meals. 8. Food insecurity among seniors is a growing problem nationwide, and our county is no exception. Improved nutrition also brings improved health for our aging population, which could reduce the strain on public health services. This project will increase independent living for seniors. Seniors who might otherwise need to leave their homes because they can no longer prepare meals will have an increased chance of staying in their homes. Research has shown that' seniors who can stay in their own homes frequently experience less depression than those in nursing homes. The project will also provide a safety net for these seniors, whether homebound or dining at the centers. For the homebound, the volunteer drivers provide a daily contact, and the site manager checks frequently. The program's delivery people, all volunteers, are trained to recognize situations which may require emergency or law enforcement assistance. 13. Several of our congregate sites in the county serve homeless seniors. (2) HMIS Reporting for 2014 homeless services,· housing and shelter -All homeless service providers applying for CDBG funds to assist, house or shelter the homeless must identify and demonstrate its capacity to participate in the County of San Luis Obispo Homeless Management Information System (HMIS) to provide: personnel for data entry, user licensing, and hardware and software necessary for compatibility with HMIS. HMIS is an electronic data collection system that stores client level information about persons who access the homeless services system in a Continuum of Care, and reports aggregate data for the County per the U.S. Department of Housing and Urban Development's Data Standards found in http://www.hudhre.info/documents/FinalHMISDataStandards March201 O.pdf. This area is the outside basketball courts used by community persons and groups. These areas are currently tripping hazards in desperate need of crack repairs and replace of the surface which has deteriorated to an unsafe condition. Remove broken pieces, grind deteriorated surface and resurface. $181 .000.00 Arroyo Grande High School. Miscellanies locations on AGHS campus of sidewalk removal and replacement from tree roots up-lift sidewalks creating tripping hazards. Tree roots have created uneven adjoining surfaces requiring removal of current sidewalk, address tree root and replace sidewalk. $10.000.00 Ocean View Elementarv. The main ADA accessibility entrance sidewalk is cracked and un-even surface at expansion joints needing removal and replacement. This entrance is the only entrance that is used for ADA accessibility to the school. Approximately, 56'L x 6'W sidewalk, removal and replace. This site is currently used for the City of Arroyo Grande Recreation Program. $6,000.00 Ocean View Elementary, Asphalt is missing where it connects to the concrete ramp and un-even surface to the only ADA accessibility to the main playfield. The asphalt area surrounding the entrance is cracked and uneven surface. This site and playfield is currently used for the City Arroyo Grande Recreation Program. $8,000.00 4.
