SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE HISTORICAL
RESOURCES COMMITTEE

RECOMMENDATION:
It is recommended the Council approve the recommendation of Council Member
Bameich to appoint Kirsten Finberg to the Historical Resources Committee (HRC).
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
BACKGROUND:
On August 23, 2005, the City Council adopted Ordinance No. 571 which created the
Historical Resources Committee (HRC) and established a historical designation process
for the City. The Council also adopted Resolution No. 3869 establishing appointment
procedures for the HRC. The procedure states that the Mayor and each respective
member of the Council shall recommend a representative to the Committee subject to
the approval by a majority vote of the Council. Committee Members serve at the
pleasure of the Council.
ANALYSIS OF ISSUES:
An unscheduled vacancy has existed on the Historical Resources Committee since
June 13, 2013 due to a resignation. The term for this seat expires January 31, 2017. In
October 2013, the Council approved the appointment of Michael Fairbrother to fill the
vacancy on the HRC; however, Mr. Fairbrother subsequently determined he would not
be able to serve on the Committee and therefore never assumed office. The position
remains vacant. A Notice of Vacancy was reposted pursuant to Government Code
Sections 54970-54976 on October 25, 2013 and the notice was placed on the City's
website. Council Member Bameich has recommended this vacancy be filled by Kirsten
Finberg. An application form for the recommended appointment is attached.

The following alternatives are provided for the Council's consideration:
Approve the recommended appointment;
Do not approve the recommended appointment; or

ADVANTAGES:
This appointment will provide for a full membership of the Historical Resources
Committee.
DISADVANTAGl;:S:
No disadvantages are identified as long as the appointment reflects the desired
community representation on this Committee by the City Council.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, January 9, 2014. The
Agenda and report were posted on the City's website on Friday, January 10, 2014. No
public comments were received.
