Appointment to ARCMEMORANDUM TO: CITY COUNCIL FROM: KELLY WETMORE, DIRECTOR OF LEGISLATIVE AND INFORMATION SERVICES/CITY CLERK SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE ARCHITECTURAL REVIEW COMMITTEE DATE: JANUARY 14, 2014 RECOMMENDATION: It is recommended the Council approve the recommendation of Council Member Bameich to appoint Lan George to the Architectural Review Committee (ARC). IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: On January 14, 1997, the City Council adopted Ordinance No. 481 amending the composition of applicable Commissions, Committees and Boards from seven to five members and also adopted Resolution No. 3192 establishing Council policy as it relates to the appointment procedure to the Commissions, Boards and Committees. The Ordinance states that the Mayor and each respective Member of the Council shall recommend a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission, Board, and Committee Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the ARC due to the appointment of Randy ·Russom to the Planning Commission on December 10, 2013. The term for the ARC seat expires January 31, 2017. Council Member Bameich has recommended the vacancy be filled by Lan George. An application form for the recommended appointment is attached. Appointment procedures for the ARC specify that three members should have technical design and/or landscaping design knowledge and experience and should be able to read and interpret mechanical, architectural and engineering drawings as they relate to the appearance of a proposed building, signage, structure, and landscaping upon a site and the surrounding community. The existing vacancy is one of the three positions that fall within these requirements. While Ms. George is a graphic designer and not an Item 8.g. - Page 1 CITY COUNCIL APPOINTMENT TO ARCHITECTURAL REVIEW COMMITTEE JANUARY 14, 2014 PAGE2 architect or planner, she does have experience in reading building plans and expertise in design of signage that will be helpful to the ARC in reviewing planned sign program applications. ALTERNATIVES: The following alternatives are provided for the Council's consideration: Approve the recommended appointment; Do not approve the recommended appointment; or Provide direction to staff. ADVANTAGES: Approval of the recommended appointment will provide for a full membership of the ARC. DISADVANTAGES: No disadvantages are identified as long as the appointment reflects the desired community representation on this advisory body by the City Council. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall on Thursday, January 9, 2014.
