CC 2014-01-14_08.o. Accept Donation of Historic Police VehicleMEMORANDUM TO: CITY COUNCIL FROM: STEVEN N. ANNIBALI, CHIEF OF POLICE SUBJECT: CONSIDERATION TO ACCEPT THE DONATION OF A HISTORIC COLLECTOR POLICE VEHICLE AND AUTHORIZE THE CITY MANAGER TO SIGN A MEMORANDUM OF UNDERSTANDING REGARDING ITS USE DATE: JANUARY 14, 2014 RECOMMENDATION: It is recommended that the City Council accept the donation of a historic 1962 Ford Galaxy 500 police vehicle from Mr. Samuel P. Cotton for use at public display events and parades and authorize the City Manager to sign the Memorandum of Understanding. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: This donation will have minimal financial impact on the Police Department’s approved budget. Given its limited use for parades and public events, the existing vehicle maintenance budget will cover any future service and repair needs. BACKGROUND: For approximately the past four years, local car collector and Police Department volunteer Sam Cotton has owned a 1962 Ford Galaxy 500 police vehicle. This vintage vehicle is very similar to the type of vehicle used in the Arroyo Grande Police Department at the time and Mr. Cotton has allowed the vehicle to be used by the Police Department in parades and community events. Marked with vintage Arroyo Grande Police graphics, the vehicle is a tremendous crowd pleaser and draw to the Police Department’s numerous community displays throughout the year. The vehicle has a colorful history in police work, including a starring role in the 2005 movie “World’s Fastest Indian” starring Anthony Hopkins. Mr. Cotton has offered to donate the vehicle to the Police Department for the purpose of community displays and events with the understanding that if the vehicle is no longer wanted, used or maintained by the City, the vehicle would be released back to Mr. Cotton. Item 8.o. - Page 1 CITY COUNCIL CONSIDERATION TO ACCEPT THE DONATION OF A HISTORIC COLLECTOR POLICE VEHICLE AND AUTHORIZE THE CITY MANAGER TO SIGN A MEMORANDUM OF UNDERSTANDING REGARDING ITS USE JANUARY 14, 2014 PAGE 2 ANALYSIS OF ISSUES: The availability of a vintage, collectable police vehicle such as this provides an excellent opportunity to enhance the Department’s public image through parades and displays. This vehicle resonates well with the citizens of Arroyo Grande because it highlights the City’s historical character. The concept of using collector vehicles for police department public outreach is quite popular, with the Arroyo Grande Police Department utilizing a donated 1965 Mustang as a DARE display for many years. That vehicle was donated by local businessman and State Assembly representative Katcho Achadjian. Mr. Cotton has requested that a Memorandum of Understanding be executed in order to ensure the vehicle’s use as a public display and prohibit its sale by the City. The vehicle has been professionally appraised in the value range of $16,200 to $25,000 and is in good mechanical condition. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Recommended Alternative: Approve staff’s recommendation to accept the donation and authorize the City Manager to sign the Memorandum of Understanding. 2. Do not approve staff’s recommendation and do not accept the donation 3. Provide Direction to staff. ADVANTAGES: Accepting the donation will provide the Police Department with a unique and valuable display for community outreach efforts. DISADVANTAGES: The only identified disadvantage is the cost of regular service and repairs when needed for a non-essential function. Due to the limited use and current condition, it is anticipated that those costs would be assumed in the existing Police Department vehicle maintenance budget. ENVIRONMENTAL REVIEW: No environmental review is required for this item. The public has been made aware of the proposal before Council by a posting of the Agenda in the front of City Hall on Thursday, January 9, 2014 and on the City’s website on Friday, January 10, 2014. For use as they need. However, in the event the vehicle is not wanted, used or maintained by the City of Arroyo Grande, possession reverts to former owner, Samuel Cotton. Vehicle is NOT to be sold by the City of Arroyo Grande for any reason. Former owner, with the permission of the Police Chief may use the vehicle for public relations purposes in the local area. Former owner is available at all times to assist with repairs, upkeep or questions about the vehicle. Barney also comes with a vintage analog radar unit and various law enforcement equipment from it's former life as a patrol car in Salt Lake City.
