RECOMMENDATION:
It is recommended the City Council approve the appointment of Council Member
Barneich to the Homeless Services Oversight Council (HSOC).

IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
BACKGROUND:
On November 12, 2013, Council Member Barneich was sworn in and seated as a new
Council Member. On November 25, 2013, the City Council reviewed current
appointments to the regional and local boards, commissions, and committees that have
Council representation. At that time, Council Member Guthrie was appointed to be the
City's primary representative on the HSOC and Council Brown was designated as the
Alternate.
ANALYSIS OF ISSUES:
At the November 25th meeting, Council Member Guthrie expressed a desire to change
his status as the primary representative on the HSOC. It was unknown if a change
could be made at that time since appointments to the HSOC are approved by the Board
of Supervisors, so his reappointment as the primary was approved by the Council.
Council Member Guthrie has now submitted a formal resignation from the HSOC, and
Council Member Barneich expressed interest in serving as the primary representative.
If approved by the City Council, Council Member Barneich would become the primary
representative upon approval by the Board of Supervisors, and Council Member Brown
would remain as the alternate.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Approve the appointment changes;
Appoint other representatives;
Do not change appointments at this time;
Provide direction to staff.
ADVANTAGES:
The proposed changes will help ensure continued regular City representation on the
HSOC.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted in front of City Hall on Thursday, January 9, 2014 and on the
City's website on Friday, January 10, 2014. No public comments were received.
