North Rena Sewer RelocationTO: FROM: BY: MEMORANDUM CITY COUNCIL GEOFF ENGLISH, PUBLIC WORKS DIRECTO~ MIKE LINN, ASSISTANT CITY ENGINEER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE NORTH RENA SEWER RELOCATION PROJECT, PW 2014-06 DATE: MAY 13,2014 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by CaiPortland Construction Company in accordance with the plans and specifications for the North Rena Sewer Relocation Project; 2. Appropriate $9,000 from the Sewer Fund for the project 3. Direct the City Clerk to file a Notice of Completion; and 4. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: The total cost of the project, including all design, construction, contract administration, inspection and testing costs is approximately $110,975, exceeding the amended Capital Improvement Program budget of $101,976. Staff has identified the following factors for the overage: • The total construction project cost, including authorized construction changes, is $91,279, exceeding the Council authorization of $85,931 by $5,348. The reason for the overage was the additional asphalt trench patching required due to the poor condition of the existing asphalt roadway. • The consultant inspection services totaled $8,280, $4,380 above the original estimate of $3,250, due to extensive night work required to support the contractor's operations. Staff requests an additional appropriation of $9,000 from the Sewer Fund to cover the unanticipated expenses. Item 8.j. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE NORTH RENA SEWER RELOCATION PROJECT, PW 2014-06 MAY 13,2014 PAGE2 BACKGROUND: On February 25, 2014, Council awarded a construction contract to perform the North Rena Sewer Relocation Project to CaiPortland Construction for $78,119 and authorized the City Manager to approve change orders in the amount of $7,812. The project scope of work involved the abandonment of an existing sewer line at North Rena Street that conflicted with the proposed footprint of the new Police Station addition. A new 8" PVC sewer main was constructed southward along North Rena to connect to an existing sewer main on East Grand Avenue. The work also includes connection of Police Station sewer laterals, associated manholes and appurtenances, and asphalt trench patching. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: -Approve staff's recommendations accepting the project improvements; Do not accept the project improvements; -Accept the project improvements, but do not authorize release of retention; or Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301 (b). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, May 8, 2014. The Agenda and report were posted on the City's website on Friday, May 9, 2014.
