Appointment to ARCTO: FROM: BY: MEMORANDUM CITY COUNCIL KELLY WETMORE, DIRECTOR OF LEGISLATIVE AND INFORMATION SERVICES/CITY CLERK KITTY NORTON, EXECUTIVE ASSISTANT/DEPUTY CITY CLERK SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE ARCHITECTURAL REVIEW COMMITTEE DATE: MAY 27,2014 RECOMMENDATION: It is recommended the Council approve the recommendation of Council Member Brown to appoint Bruce Berlin to the Architectural Review Committee (ARC). IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council Resolution No. 3794 sets forth appointment procedures for the ARC. The Resolution states that the Mayor and each respective member of the Council shall recommend a representative to the ARC subject to the approval by a majority vote of the Council. ARC Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the ARC due to a resignation by Chuck Fellows. The term for the ARC seat expires January 31, 2015. A Notice of Vacancy was posted at City Hall and on the City's website on April 25, 2014 pursuant to State law. Council Member Brown has recommended the vacancy be filled by Bruce Berlin. An application form for the recommended appointment is attached. Appointment procedures for the ARC specify that three members should have technical design and/or landscaping design knowledge and experience and should be able to read and interpret mechanical, architectural and engineering drawings as they relate to the appearance of a proposed building, signage, structure, and landscaping upon a site and the surrounding community. The two (2) other members of the Committee may, but need not, have technical design and/or landscaping design knowledge and experience. Mr. Berlin also has relevant landscape and environmental horticulture experience that will be helpful to the ARC in reviewing project applications. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1 . Approve the recommended appointment; 2. Do not approve the recommended appointment; or 3. Provide direction to staff. ADVANTAGES: This appointment will provide for a full membership of the Architectural Review Committee. DISADVANTAGES: No disadvantages are identified as long as the appointment reflects the desired community representation on this Committee by the City Council. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, May 22, 2014.
