SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO J&P
CONSTRUCTION FOR CONSTRUCTION OF THE HOOSEGOW PARK

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for construction of the subject project to J&P Construction in the
amount of $54,667;
2. Authorize the City Manager to approve change orders for 10% of the contract
amount, $5,467, for unanticipated costs during the construction phase of the
project (total construction costs = $54,667 + $5,467 = $60, 134); and
3. Appropriate $20,000 from the Park Development Funds for the project; and
4. Direct the City Clerk to file a Notice of Exemption.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Below are funding sources for the subject project:
PROJECT FUNDING
CDBG Barrier Removal project funds $ 21,927.35
Park Development Funds $ 20,000.00
Mankins Foundation Donation $ 50,000.00
TOTAL PROJECT REVENUES $ 91,927.35
The balance of funds remaining after the project from the Mankins Foundation donation
will be used to complete landscaping improvements at Hoosegow Park.

BACKGROUND:
On January 14, 2014, the Council approved a conceptual plan for the Hoosegow Park
ADA Improvements involving accessibility and landscaping improvements with. costs
shared from various groups in the form of volunteer labor, material donations, and cash
funds. City staff contracted with the Eikhof Design Group to perform design services for
the ADA improvements and general park improvements to enable future landscaping
projects by private entities. Staff then advertised the accessibility project improvements
for formal construction bids.
ANALYSIS OF ISSUES:
On June 10, 2014, four bids were opened for the subject project. The lowest bid, from
Jeff Plautz Construction, Inc., dba J&P Construction, was in the amount of $54,667.
Staff has determined the bid to be responsive and recommends the award of a
construction contract to J&P Construction.
The project scope of work involves the construction of a concrete ADA ramp to access
the park at Le Point Street, retaining walls, concrete pathways and minor drainage
improvements. The work is expected to start in mid-July with a contract duration is 30
calendar days.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staff's recommendations to award a construction contract to J&P
Construction;
2. Do not award a construction contract for the project at this time; or
3. Provide direction to staff.
ADVANTAGES:
Construction of the improvements will enable ADA accessibility to the park and provides
a solid foundation to enable performance of additional improvements.
DISADVANTAGES:
There will be minor traffic and noise inconveniences to the public during construction.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Guidelines Section 15301 (f).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted at City Hall on Thursday, June 19, 2014. The agenda and
staff report was posted on the City's website on Friday, June 20, 2013. No public
comments were received as of the time of preparation of this report.
