Funding for Old Ranch Road ProjectMEMORANDUM TO: CITY COUNCIL FROM: BY: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR MIKE LINN, ASSISTANT CITY ENGINEER SUBJECT: CONSIDERATION TO APPROPRIATE ADDITIONAL FUNDING FOR THE OLD RANCH ROAD PROPERTY IMPROVEMENTS (TRACT 3018) PROJECT, PW 2013-10 DATE: JULY 8, 2014 RECOMMENDATION: It is recommended the City Council appropriate an additional $30,000 towards the Old Ranch Road Property (Tract 3018) Improvements Project to cover additional PG&E design and construction expenses. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Staff modified the project budget at the time of the construction contract award as follows: General Fund Water Facility Fund Sewer Facility Fund Total $71,040 $30,000 $30.000 $131,040 Staff requests an additional $30,000 from the General Fund to address PG&E design and construction expenses. The proceeds received from the sale of the residential lots are sufficient to support this request. BACKGROUND: On February 12, 2013, the City Council approved Final Tract Map 3018, subdividing 5 acres of vacant land at the northwest corner of West Branch Street and Old Ranch Road into four (4) Single Family Residential Lots and one (1) Public Facility Lot. The revenue derived from selling the properties is intended to finance improvements for a future Police Station project. Staff developed a capital improvement project to provide utility improvements to the three northern lots to make them more attractive for purchase by private entities. The southernmost lot is reserved for future access purposes and/or additional parking for future development of the Public Facility Lot. Item 8.p. - Page 1 CITY COUNCIL CONSIDERATION TO APPROPRIATE ADDITIONAL FUNDING FOR THE OLD RANCH ROAD PROPERTY IMPROVEMENTS (TRACT 3018) PROJECT PW 2013-10 JULY 8, 2014 PAGE2 On June 10, 2014, Council awarded a construction contract to Souza Construction, Inc. in the amount of $109,200 for the Old Ranch Road Property Improvements Project. The contracts are executed and staff has issued a Notice to Proceed to the contractor to start construction on July 7, 2014. The project scope of work included the installation of City utility services (water, sewer and stormwater) and the installation of a joint utility trench for gas, electric, cable, and telephone services. The joint utility trench requires the contractor to install the conduits and substructures to enable the individual utilities then follow with the installation of their components (conductors, services to the residences, etc.). Staff was not aware of the cost for the PG&E fees for the Old Ranch Road Property Improvements Project at the time of the award of contract to Souza Construction, Inc. and as a result did not request the allocation of funds at that time. ANALYSIS OF ISSUES: PG&E completed their design package to provide power to the new residential lots and forwarded it to the City on June 13, 2014. The package included the joint trench construction plan and the cost breakdown of the services provided to install the conductors, a new transformer, and an additional street light. In accordance with Public Utility Commission (PUC) requirements, two basic payment options are listed: a potential refundable option ($51,295.45) and a 50% discount option ($28, 754.32). Since the cost breakdown is PG&E's estimate of their construction costs, with the potential refundable option, PG&E will return any savings from the $51,295.45 to the City following a final accounting of their construction operations. By choosing the 50% discount option, the City pays $28,754.32 but waives the right to the receipt of further potential savings that may be realized from the final project accounting. Staff believes the 50% discount option to be the better value and recommends appropriating an additional $30,000 to cover the additional expense. The PG&E charges are more than anticipated and more than most other capital improvement projects completed by the City, however this project will require the installation of a new electrical transformer and a new street light. The remaining utility companies (cable TV, telephone and gas) do not charge to place their services to the properties. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Appropriate an additional $30,000 to the Old Ranch Road Property Improvements (Tract 3018) Project budget; or 2. Provide direction to staff. ADVANTAGES: PG&E is the franchise provider for electric services and their rates are set by the Public Utilities Commission. Execution of the PG&E agreement will authorize the installation of the electrical services. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15332. PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, July 3, 2014.
