Appointments to PC and ARCMEMORANDUM TO: CITY COUNCIL FROM: KELLY WETMORE, DIRECTOR OF LEGISLATIVE AND INFORMATION SERVICES/CITY CLERK BY: KITTY NORTON, EXECUTIVE ASSISTANT/DEPUTY CITY CLERK SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENTS TO THE PLANNING COMMISSION AND ARCHITECTURAL REVIEW COMMITTEE DATE: AUGUST 12, 2014 RECOMMENDATION: It is recommended the Council: 1) approve the recommendation of Council Member Barneich to appoint Lan George to the Planning Commission; and 2) approve the recommendation of Council Member Barneich to appoint Mary Hertel to the Architectural Review Committee, contingent upon the appointment of Lan George to the Planning Commission. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council policy sets forth appointment procedures for the City's Commissions, Boards, and Committee. The policy states that the Mayor and each respective Member of the Council shall recommend a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission, Board, and Committee Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the Planning Commission due to a resignation by Jennifer Martin effective June 17, 2014. The term for this seat expires January 31, 2017. A Notice of Vacancy was posted at City Hall and on the City's website. Lan George, who is currently serving on the Architectural Review Committee, has submitted an application for the vacant Planning Commission seat. Council Member Barneich has recommended the Planning Commission vacancy be filled by Lan George. Since Ms. George currently serves on the Architectural Review Committee (ARC), if appointed to the Planning Commission, she will automatically Item 8.e. - Page 1 CITY COUNCIL APPOINTMENTS TO PLANNING COMMISSION AND ARCHITECTURAL REVIEW COMMITTEE AUGUST 12, 2014 PAGE2 vacate her seat on the ARC. In anticipation of this potential vacancy, an application was filed by Mary Hertel indicating an interest in serving on the ARC. Appointment procedures for the ARC specify that three members should have technical design and/or landscaping design knowledge and experience and should be ·able to read and interpret mechanical, architectural and engineering drawings as they relate to the appearance of a proposed building, signage, structure, and landscaping upon a site and the surrounding community. The two (2) other members of the Committee may, but need not, have technical design and/or landscaping design knowledge and experience. There are currently three members on the ARC that meet the technical design and/or landscaping design requirements. Ms. Hertel has relevant landscape and environmental horticulture experience that will be valuable to the ARC in reviewing project applications. Council Member Barneich has recommended that the potential vacancy on the Architectural Review Committee be filled by Mary Hertel. The term for this seat expires January 31, 2017. Application forms for the recommended appointments are attached. ALTERNATIVES: The following alternatives are provided for the Council's consideration: Approve the recommended appointments; Do not approve the recommended appointments; or Provide direction to staff. ADVANTAGES: Approval of these recommended appointments will provide for a full membership of the Planning Commission and Architectural Review Committee. DISADVANTAGES: No disadvantages are identified. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall on Thursday, August 7, 2014. The Agenda and report were posted on the City's website on Friday, August 8, 2014.
