7. COMMUNITY COMMENTS AND SUGGESTIONS:
This public comment period is an invitation to members of the community to present
issues, thoughts, or suggestions on matters not scheduled on this agenda.
Comments should be limited to those matters that are within the jurisdiction of the
City Council. The Brown Act restricts the Council from taking formal action on
matters not published on the agenda. In response to your comments, the Mayor or
presiding Council Member may:
Direct City staff to assist or coordinate with you.
A Council Member may state a desire to meet with you.
It may be the desire of the Council to place your issue or matter on a future
Council agenda.
Please adhere to the following procedures when addressing the Council:
Comments should be limited to 3 minutes or less.
Your comments should be directed to the Council as a whole and not directed
to individual Council members.
Slanderous, profane or personal remarks against any Council Member or
member of the audience shall not be permitted.
8. CONSENT AGENDA:
The following routine items listed below are scheduled for consideration as a group.
The recommendations for each item are noted. Any member of the public who wishes
to comment on any Consent Agenda item may do so at this time. Any Council
Member may request that any item be withdrawn from the Consent Agenda to permit
discussion or change the recommended course of action. The City Council may
approve the remainder of the Consent Agenda on one motion.
8.a. Consideration of Cash Disbursement Ratification (MALICOAT)
Recommended Action: Ratify the listing of cash disbursements for the period
August 16, 2014 through August 31, 2014.
8.b. Consideration to Reject All Bids for the Corporation Yard Administration
Building and Existing Facility Renovation Project, PW 2013-12 (ENGLISH)
Recommended Action: 1) Reject all bids received for the subject project; and 2)
Direct staff to rebid the project at a future date after performing value engineering and
modifications to the project specifications.
8.c. Consideration of Parks and Landscaping Time and Motion Study
Recommendations and Authorize Hiring of Part-Time Parks Maintenance
Worker (ENGLISH)
Recommended Action: 1) Approve the Parks and Landscaping Time and Motion
Study recommendations for allocation of staff resources; and 2) Approve the addition
of a ¾ time employee in the Parks Division budget to account for hiring a part-time
Maintenance Worker.

8.d. Consideration of a Resolution Amending the Conflict of Interest Code
(WETMORE)
Recommended Action: Adopt a Resolution amending the City of Arroyo Grande’s
Conflict of Interest Code, including an amended Appendix of Designated Positions
and Appendix of Disclosure Categories.
8.e. Consideration of an Agreement for Consultant Services to Provide Voice and
Data Services for Citywide Shoretel VOIP Phone System Implementation
(WETMORE)
Recommended Action: Approve an Agreement for Consultant Services with CIO
Solutions to implement and install a ShoreTel VoIP Phone System and necessary
network upgrades as part of the Citywide Phone system upgrade project.
8.f. Consideration of a Resolution of Intention to Amend Chapter 3.46 of the Arroyo
Grande Municipal Code Relating to Exemptions and Vacation Rentals and
Homestays (ADAMS)
Recommended Action: Adopt a Resolution of Intention to amend Chapter 3.46 of
the Arroyo Grande Municipal Code to provide that the same exemptions that apply to
the Transient Occupancy Tax apply to Arroyo Grande Tourism Business
Improvement District assessments and amend the definition of “lodging” to include
vacation rentals and homestays.
8.g. Consideration of Amendment No. 1 to a Cooperation Agreement Between the
County of San Luis Obispo and the City of Arroyo Grande for Joint Participation
in the Community Development Block Grant Program, the Home Investment
Partnerships Program, the Emergency Shelter Grant Program, the American
Dream Down Payment Initiative Program, and the Housing Opportunities for
Persons with Aids (HOPWA) Program for Fiscal Years 2015 through 2018
(McCLISH)
Recommended Action: Adopt a Resolution approving Amendment No. 1 to the
Cooperation Agreement between the County of San Luis Obispo and the City of
Arroyo Grande for joint participation in the Community Development Block Grant
Program, the Home Investment Partnerships Program, the Emergency Shelter Grant
Program, the American Dream Down Payment Initiative Program, and the Housing
Opportunities for Persons with AIDS Program for Fiscal Years 2015 through 2018.
9. PUBLIC HEARINGS:
9.a. Consideration of Public Art Sculptured Lantern at 150 South Courtland Street;
Applicant: Peoples Self Help Housing - Arroyo Grande Public Art Committee
(McCLISH)
Recommended Action: Allow public comment and provide input on the proposed
sculptured lantern.

11.a. Consideration of an Appeal to Deny Request to Remove a Tree at 465 Tanner
Lane (ENGLISH)
Recommended Action: Adopt a Resolution upholding the Parks and Recreation
Commission’s denial of an appeal from Steven Andrews to remove a mature Coastal
Live Oak tree located at 465 Tanner Lane.

Any Council Member may ask a question for clarification, make an announcement, or
report briefly on his or her activities. In addition, subject to Council Policies and
Procedures, Council Members may request staff to report back to the Council at a
subsequent meeting concerning any matter or take action to direct staff to place a
matter of business on a future agenda.
