SUBJECT: CONSIDERATION OF RESOLUTION ADOPTING PUBLIC WORKS FEES
AND SERVICE CHARGES

RECOMMENDATION:
It is recommended the City Council adopt the attached Resolution approving the FY
2014/15 Public Works Department Fees and Service Charges.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Services and equipment provided to other public agencies and cost recovery from
damages to City property are charged based on the attached fee schedule. During the last
fiscal year, these fees and service charges generated approximately $28,000 in cost
recovery revenue.
BACKGROUND:
The Public Works Department periodically updates the Schedule of Fees and Service
Charges. The last update was 2008. These are the fees charged when the City assists
other agencies with services and/or equipment usage. These fees also help determine the
amount of fees charged to those who damage or vandalize City property. The Public
Works Department will only provide assistance to other public agencies on a non-priority
basis. City work is scheduled ahead of the work performed for other agencies, unless the
request is the result of an emergency.
ANALYSIS OF ISSUES:
The fees and charges include both the direct and indirect cost as set forth in the City's
Adopted Cost Allocation Plan. Increases to hourly rates as well as fringe benefits result in
the proposed labor fees being approximately 9% higher than the previously established
rate. Staff recommends establishing a fee for full-time and part-time staffing. Previously
only a full-time rate was established, however changes in department staffing and an
increased reliance on part-time employees necessitate the adoption of a part-time fee. An
analysis of costs results in a full-time employee rate of $52.92 per hour and a part-time rate
of $21.03 per hour. Equipment rates will change based on a survey of equipment rental
rates of local equipment rental company rates.

Examples of this service include rental of the City's chipper, roller or other equipment and
manpower by the County or other agencies. When City property is damaged by traffic
accidents or vandalism, charges to replace/repair the property are also charged back to the
responsible party based on these fees.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Approve staff's recommendation;
Do not approve staff's recommendation;
Modify as appropriate and approve staff's recommendation; or
Provide direction to staff.
ADVANTAGES:
This cost recovery mechanism allows the City to recoup the costs when loaning equipment
or assisting other public agencies and also assists in establishing the cost of repairing
damaged City property.
DISADVANTAGES:
No disadvantages were identified for this proposed action.
ENVIRONMENTAL REVIEW:
No environmental review is required.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, October 9, 2014. The Agenda
and staff report were posted on the City's website on Friday, October 10, 2014. No public
comments were received.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE ESTABLISHING SPECIFIED FEES
FOR PUBLIC WORKS SERVICES
WHEREAS, the City Council has established fees for services furnished by, or on
behalf of, the City of Arroyo Grande; and
WHEREAS, due to the effects of inflation and other factors, some of said fees are no
longer adequate to equitably compensate the City for the costs of providing certain
public works services; and.
WHEREAS, the City wishes to recover the full cost of field services furnished by the
City; and
WHEREAS, the City Council has duly considered, on October 14, 2014 at a regularly
scheduled public meeting, the question of whether to adjust said fees to reflect the
estimated amount that is required to compensate the City for providing such services;
and
WHEREAS, at said meeting the City Council has duly considered all oral and written
presentations that were made regarding the proposed fees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo
Grande that the schedule of fees entitled "CITY OF ARROYO GRANDE PUBLIC
WORKS DEPARTMENT FEES AND SERVICE CHARGES", attached hereto as Exhibit
A and incorporated herein by this reference, is hereby approved and a~opted.
