CC 2014-12-09_11c Appointments to Regional and Local Boards Commissions Committees/pRR0y0� INCORPORATED 9Z (i JULY 10, 1911 I'IFOVt MEMORANDUM TO: CITY COUNCIL FROM: KELLY WETMORE, DIRECTOR OF LEGISLATIVE AND INFORMATION SERVICES /CITY CLERK SUBJECT: CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DATE: DECEMBER 9, 2014 RECOMMENDATION: It is recommended the City Council make new appointments to those regional and local boards, commissions, and committees with Council representation, and authorize the City Clerk to update FPPC Form 806 (Agency Report of Public Official Appointments) for posting on the City website. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: Historically, after each election cycle, the Council makes appointments to the regional and local boards, commissions, and committees that have Council representation. Options include filling vacancies, making reappointments, and /or selecting new assignments. Once the appointments are approved by the Council, the names of the Council representatives are submitted to the respective agencies. ANALYSIS OF ISSUES: After each election cycle, the Council makes its appointments to the various regional and local boards, commissions, and committees that require Council representation. An appointments list is attached for the Council's review which shows existing appointees and vacancies that have occurred due to the election. Each of the regional agencies listed requires a member of the Council as a primary representative and a member of the Council as an alternate. The appointments list also identifies the specific board /commission /committee, the frequency of meetings, the day, time, and location of the respective meetings, the staff contact (if applicable), and any requirements regarding the appointment. Item 1 1.c. - Page 1 CITY COUNCIL CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DECEMBER 9, 2014 PAGE 2 Additionally, the list contains a few local committees and subcommittees that include current members of the Council in case the Council determines any changes are desired, as well as those that are vacant and need new representation. Once all primary and alternate appointments are made, it is recommended the Council authorize the City Clerk to update the FPPC Form 806 which is used to report additional compensation that public officials receive when appointing themselves to positions on Committees, Boards or Commissions of a public agency. ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Make the various appointments, reappointments, and /or reassignments; - Make selected appointments and direct staff regarding unfilled Boards / Commissions /Committees /Subcommittees; - Make no appointments at this time; - Provide direction to staff. ADVANTAGES: These appointments will provide full City representation on the various regional boards, commissions, committees and subcommittees that are currently listed on the appointments list. The proposed appointments are consistent with past practice. DISADVANTAGES: No disadvantages are identified as long as the appointments reflect the desired representation by the City Council on these boards, commissions, committees and subcommittees. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, December 4, 2014. The Agenda and report were posted on the City's website on Friday, December 5, 2014. No public comments were received. Attachment: 1.
