SUBJECT: CONSIDERATION OF AMENDMENTS TO AGREEMENTS WITH THE
WALLACE GROUP AND WATER SYSTEMS CONSUL TING

RECOMMENDATION:
It is recommended the City Council:
1. approve a second amendment to the agreement with The Wallace Group for on-
call engineering services.
2. approve a second amendment to the agreement with Water Systems Consulting
for on-call engineering services.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There are no costs associated with this action.
BACKGROUND:
Consultant services play a crucial role in the delivery of City services and projects.
The City currently contracts for engineering services allowing the City to expedite the
process for obtaining necessary services beyond the expertise, experience and
specialized knowledge of staff. The City maintains a list of prequalified consultants to
provide services on an on-call basis for various areas of work. This list is periodically
updated through a formal Request for Qualifications process with staff review.
ANALYSIS OF ISSUES:
On November 1, 2012 the City entered into an agreement with the Wallace Group and
Water Systems Consulting to provide on-call engineering services to support City
needs. The original contract agreement term length was established at two (2) years.
Staff is currently preparing a formal Request for Qualifications (RFQ) document and
estimating a return date to Council with new agreements and award recommendations
in February 2015. Staff is recommending amending our existing agreement term
length and adding six (6) months in order to provide continuous service during this
time.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
• Approve staff's recommendation;
• Do not approve staff's recommendation; or
• Provide direction to staff.
ADVANTAGES:
Approving staff's recommendation will allow for continuous consultant service support
during the formal RFQ update process.
DISADVANTAGES:
None known at this time.
ENVIRONMENTAL REVIEW:
No environmental review is required for this action.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, November 20, 2014. The
Agenda and staff report were posted on the City's website on Friday, November 21,
2014. No public comments were received.

SECOND AMENDMENT TO
AGREEMENT FOR CONSUL TANT SERVICES
This Second Amendment to Agreement for Consultant Services
(hereinafter referred to as the "Second Amendment") is made and entered
into this __ day of , 2014, by and between the City of
Arroyo Grande ("City"), a municipal corporation, and The Wallace
Group, (hereinafter referred to as the "Consultant").
WHEREAS, the parties entered into an Agreement for Consultant
Services ("Agreement") dated November 1, 2012, a true and correct copy
of which is on file in the Community Development Department and
incorporated herein by this reference as though as set forth in full; and
WHEREAS, a First Amendment to Agreement was approved on February
26,2013;and
WHEREAS, the Agreement expired on November 1, 2014; and
WHEREAS, the parties desire to revive and amend the Agreement as set
forth herein.
NOW THEREFORE, for the good and valuable consideration, the receipt
and sufficiency of which is acknowledged, the parties agree that the
Agreement is hereby revived and in full force and effect as amended, and
subject to the terms and conditions set forth below:
1. Section 1, entitled "TERM" shall be amended in its entirety as
follows:
This Agreement shall remain in effect until April 30, 2015, unless
sooner terminated pursuant to the provisions hereof.
2. Except as modified herein, all other terms and conditions of the
Agreement, as amended, shall remain in full force and effect.
