Resolution to Declare Surplus PropertyMEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, DIRECTOR OF PUBLIC WORKS SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY DATE: NOVEMBER 25, 2014 RECOMMENDTION: It is recommended the Council adopt a Resolution declaring used equipment as surplus and authorizing its sale, donation, or disposal. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Upon sale of surplus items, the City could realize a small amount of revenue of up to $1,000. Additionally, an employee will be at the Corporation Yard to help process the surplus items. BACKGROUND: The list of surplus items represents used equipment from the Public Works Department. This includes an obsolete crack fill machine used for road maintenance purposes, an obsolete mower that is no longer used, and other miscellaneous equipment. All items proposed for surplus will be sold through authorized disposition procedures. ANALYSIS OF ISSUES: The sale of surplus items frees up storage space, reduces clutter and restores inventory to manageable levels. The sale also will generate some revenue for this unused equipment. ALTERNATIVES: The following alternatives are provided for the Council's consideration: Adopt the resolution declaring items as surplus and authorizing sale, donation or disposal; Do not approve the resolution; or Provide direction to staff. DISADVANTAGES: No disadvantages are identified. ENVIRONMENTAL REVIEW: No environmental review is required for this auction. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, November 20, 2014. The Agenda and staff report were posted on the City's website on Friday, November 21, 2014. No public comments were received. Item 8.l. - Page 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING ITEMS TO BE SURPLUS AND AUTHORIZING THE ITEMS FOR SALE, DONATION OR DISPOSAL WHEREAS, the City has in storage certain property consisting of equipment, and miscellaneous items ("items") which are no longer used; and WHEREAS, storage space is at a premium and there is a need to dispose of surplus property; and WHEREAS, the items can be classified as surplus property and made available for sale or donation to private parties or disposed of. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby declare as surplus the property listed on the attached Exhibit A, and authorizes staff to sell, donate or dispose of said property.
