SUBJECT: CONSIDERATION OF APPOINTMENT OF ACTING CITY MANAGER

RECOMMENDATION:
It is recommended the City Council appoint Deborah Malicoat as Acting City Manager
until an Interim City Manager can be hired.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact of this decision.
BACKGROUND:
On November 19, 2014 the City Council put City Manager Steve Adams on paid
administrative leave, necessitating the designation of someone to act in the role of City
Manager until an interim appointment can be made. The City Council requested the
City Attorney approach Ms. Malicoat to ascertain if she would be willing to fill this
temporary role.
ANALYSIS OF ISSUES:
Ms. Malicoat serves as the Director of Administrative Services and has familiarity with a
wide variety of projects and topics of current concern to the City. She is able to provide
some amount of continuity to conducting City business until an Interim City Manager
can be appointed.
ALTERNATIVES:
The following alternatives are presented for the City Council's consideration:
-Approve staff recommendations;
-Do not approve staff recommendations;
-Modify staff recommendations and approve;
-Provide direction to staff.
ADVANTAGES:
Appointing an Acting City Manager allows City business to move forward as seamlessly
as possible until an Interim City Manager can be appointed.
