CROSSING WATERLINE PROJECT, PW 2013-11

RECOMMENDATION:
It is recommended the City Council:
1. Accept the improvements as constructed by V. Lopez Jr. & Sons General
Engineering Contractors, Inc. for the subject project;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The 2014/2015 Capital Improvement Program Budget includes $372,200 for the subject
project. The actual construction project cost, including authorized construction changes,
is $165,659. The total cost of the project, including all design, construction, contract
administration, inspection and testing costs is approximately $291,770.
BACKGROUND:
On August 12, 2014, Council awarded a construction contract to perform the subject
project to V. Lopez Jr. & Sons General Engineering Contractors, Inc. for $165,578 and
authorized the City Manager to approve change orders in the amount of $33, 116. The
project scope of work involved the abandonment of an existing 8" water main and
concrete encasement across Arroyo Grande Creek that connects the City's east side
water storage and distribution system with the west side wells and residential users.
The main was replaced with a new 12-inch high-density polyethylene (HOPE) pipe
installed by Horizontal Directional Drilling (HOD) techniques to minimize the disturbance
within the creek. In addition, 160 feet of 6-inch water line was installed to tie in the
existing connection along the east bank of Arroyo Grande Creek.

ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. There are no outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staff's recommendation;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in the project account will be used for a second phase of
concrete repair work.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
On May 24, 2014, the City Council approved a Mitigated Negative Declaration for the
subject project.
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted on Thursday, January 8, 2015. The agenda and staff report
was posted on the City's website on Friday, January 9, 2015. No public comments
were received as of the time of preparation of this report.
