SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENTS TO VARIOUS CITY
COMMISSIONS, BOARDS, AND COMMITTEES

RECOMMENDATION:
It is recommended the City Council approve the appointments to various City
Commissions, Boards and Committees, pursuant to the attached lists.
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact and minimal staff impact from this action.
BACKGROUND:
Pursuant to Council policy, the Mayor and each Council Member shall recommend one
representative to each respective Commission/Board/Committee, subject to approval by
a majority of the Council. With the exception of filling unscheduled vacancies, this
process occurs every two years following the Municipal Election. Members of each
respective Commission/Board/Committee shall serve for a term ending the January 31st
following the expiration of the term of the respective appointing Mayor or Council
Member. All Commission, Board and Committee members serve at the pleasure of the
Council.
ANALYSIS OF ISSUES:
After each election year, the City Council makes appointments and~or reappointments to
the various City Commissions, Boards and Committees. On January 31, 2015, there
will be a number of City Commission, Committee and Board Members whose terms will
be expiring. Traditionally, the Mayor and Council Members are responsible for seeking
new applicants or reappointing current members to serve another term, as appropriate.

Mayor Hill and Council Members Brown and Harmon have solicited applicants to serve
on the various Commissions, Boards and Committees, or are recommending
reappointments of existing members whose current term ends January 31, 2015. Each
of the recommended appointments and/or reappointments is attached. Copies of the
applications are also attached.
In addition to these appointments, Council Member Guthrie is recommending two new
appointments to fill unscheduled vacancies that have occurred on the Traffic
Commission and the Historical Resources Committee, and Mayor Pro Tern Barneich is
recommending one new appointment to fill an unscheduled vacancy on the Historical
Resources Committee.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1) Approve the recommended appointments and/or reappointments;
2) Do not approve the recommended appointments and/or reappointments;
3) Provide direction to staff.
ADVANTAGES:
These appointments will provide full City representation on the various City
Commissions, Boards and Committees. The proposed appointments are consistent with
past practice.
DISADVANTAGES:
No disadvantages are identified as long as the appointments reflect the desired
representation by the City Council on these Commissions, Boards and Committees.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, January 22, 2015. The
Agenda and report were posted on the City's website on Friday, January 23, 2015. No
public comments were received.

I retired as the Detective Lieutenant of the Newport Beach Police Department and the majority of my
career was spent in investigation and in uniformed patrol assignments. However, twice, for a total of
about five years I commanded the traffic division. The division consisted of two Sergeants, twelve
motorcycle officers, three unifo1med accident investigators, two plain clothes follow-up investigators, a
traffic education officer, twelve to fifteen civilian parking enforcement officers and two secretades.
During this time I was a member of the City's Traffic Affairs Committee which was composed of a
Police representative, the City Attorney, and one of the Public Works Engineers. It performed a
function similar to that of the Traffic Commission. I chaired the City Traffic Review Board which
reviewed all collisions involving City vehicles or property and made recommendations regarding
discipline and/or changes in procedures to reduce City liability.
I wrote grant requests that provided us with State money to conduct D.U.L Checkpoints and I worked
at those checkpoints. I wrote a staff report, at City Council direction , which resulted in a City-wide
crossing guard program. I attended the two week Traffic Program Management Institute in Sacramento
which is co-sponsored by the C.H.P. and the Office of Traffic Safety and designed to train
administrators of police traffic programs. I received specialized training from other 0. T.S. Seminars.
I have a working knowledge of the California Vehicle Code and the State Collision Manual.
I particularly enjoy working with engineers and the engineering component of traffic design and
safety and believe this to be the foundation of safety, assisted by education and enforcement.
I've been involved in traffic calming programs including the addition of speed humps on public
streets, the conversion of two-way streets to one way, cruising control, private vs. public streets,
roundabouts, and speed surveys.
I am no expert in this field. The experts spend entire careers doing the~e things and this was a small
part of my 32 years, but I maintain an interest and bring a perspective perhaps not brought by the
general public.

Addendum to Resume
In June of 1999 I was offered a position at RRM Design Group in their Engineering/ Survey Department.
My primary duties were to research, plot and process Certificates of Compliances for large corporation
projects. I continued in that capacity until September of2009 when I underwent surgery for Cancer, then
Radiation followed by Cemo. After two years of treatment I decided on retirement from the work force and
proceeded with my own projects.
While employed at RRM I received several Certificates of Continued Education in Management and
Leadership, Professional Liability Education Program for Architects and Engineers . In 2004 I received
Certification from Central Coast Regional Water Quality Board for Erosion and Sediment Control on
Construction Projects.
Personal Background
I have lived and enjoyed living in Arroyo Grande for the past 50 years, as a child I was raised in south San
Luis Obispo County. I have raised and educated four daughter while living in Arroyo Grande and appreciate
the personal involvement with the community. As my three younger daughters were growing up I served
several years on the Five Cities Girls Softball Board. I am currently involved with the Child Evangelism
Fellowship Program and participate in the After School Good News Club at Harloe School.

regarding the diagnosis, treatment, stage. Abstracting includes treatment timing, type of modality, type
of energy, disease site and centigreys for each patient. Abstracts are submitted monthly to the State of

• As the Cancer Tumor Registrar was responsible for identifying and abstracting all cases of cancer
diagnosed and or treated in ou~ facility. This included capturing all the information regarding the
diagnosis, treatment, and stage. I reviewed all subsequent admissions for recurrences and further
treatments. I maintained the lifetime follow up on cases in the registry, as required for ACOS
certification and all other responsibilities maintain accreditation. -
• Responsible for coordinating bi-weekly cancer conferences.
FHMC CTR Oetober 2011-February 2014
• Responsible for all functions to include preparing FHMC for their accreditation survey on November 6,
2013.
• For both hospitals responsible for the cancer registry quality control and coordinating the quarterly
Cancer Committee meetings.

• Member of the National Cancer Registry Association (NCRA) education committee (2013, 2014).
• Member of the NCRA Mentoring Group (2013, 2014).

~ 2012 analyzed and reviewed the current cancer conference policy and procedure. Resulting in new
cancer conference procedure in a cost saving to AGCH/FHMC hospitals $25,000.00 annually.
• Developed and wrote the 2012 Cancer Registry Policy Procedure Manuals for AGCH and FHMC to be
in accordance with the Commission on Cancer Standards.

I have 18 years of local government experience at the director level. In this capacity, I was responsible
for advising the County Board of Supervisors on numerous matters. I have been responsible for
developing and reviewing policies and programs. I participated on the County of San Luis Obispo's
Parking Committee responsible for identifying both public and employee parking needs and making
recommendations to the Board of Supervisors.
As a twelve year resident of Arroyo Grande, I am interested in ensuring traffic issues are addressed so
the city does not encounter traffic congestion or inadequate parking.
