SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE PARKS AND
RECREATION COMMISSION

RECOMMENDATION:
It is recommended the Council approve the recommendation of Council Member Brown
to appoint Gregory King to the Parks and Recreation Commission.
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
BACKGROUND:
City Council policy sets forth appointment procedures for the City's Commissions,
Boards and Committees. The policy states that the Mayor and each respective Member
of the Council shall recommend a representative to the various Commissions, Boards
and Committees, subject to the approval by a majority vote of the Council. All
Commission, Board, and Committee Members serve at the pleasure of the Council.
ANALYSIS OF ISSUES:
A vacancy has occurred on the Parks and Recreation Commission due to a resignation
by Marcy Betita, effective January 28, 2015. Ms. Betita had previously submitted an
application for serving another term on the Commission, and was reappointed by the
City Council at its meeting on January 27, 2015. Subsequent to that action, Ms. Betita
reconsidered and submitted a letter of resignation from the Commission due to time
constraints and family obligations. Council Member Brown has recommended the
vacancy be filled by Gregory King. Mr. King has experience on the Commission having
just completed a term, and had previously submitted an application for consideration of
a new term. The application form for the recommended appointment is attached.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve Council Member Brown's recommended appointment;
2. Do not approve the recommended appointment; or
3. Provide direction to staff.
ADVANTAGES:
This appointment will provide for a full membership of the Parks and Recreation
Commission.
DISADVANTAGES:
No disadvantages are identified as long as the appointment reflects the desired
community representation on this Commission by the City Council.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, February 5, 2015. The
Agenda and report were posted on the City's website on Friday, February 6, 2015. No
public comments were received.
