RESOLUTION NO. 2943
A RESOLUTION OF THE CITY COUNCIL OF TIlE CITY OF
ARROYO GRANDE CERTIFYING THAT THE ADDENDUM TO
THE HALCYON HILLS EIR CONCERNING TIlE ARROYO
GRANDE PRESBYfERIAN CHURCH HAS BEEN PREPARED IN
COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT AND INSTRUCflNG TIlE CITY CLERK TO FILE
A NOTICE OF DETERMINATION.
WHEREAS, the City of Arroyo Grande has received applications from the Arroyo Grande Presbyterian
Church for a Planned Development Rezone (pD Rezone Case 91-223) and a Specific Development Plan for Lot 1114 -.
of Tract 1390 (Specific Plan Case 91-05) on 7.1 acres; and
WHEREAS, an Addendum to the Halcyon Hills Subdivision Effi (and previous addenda) was prepared
to update information about potential traffic impacts from the church and pursuant to the California
Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City's Rules and Procedures for
Implementation of CEQA; and
WHEREAS, duly noticed public hearings were held by the Planning Commission of the City of Arroyo
Grande on May 19, 1992 and June 16, 1992, to review the draft and final addendum to the Halcyon Hills
Subdivision EIR, at which time all interested persons were given the opportunity to be heard; and
WHEREAS, after said public hearings, the Planning Commission recommended that the City Council
certify that the Addendum Environmental Impact Report (AEffi) for the Arroyo Grande Presbyterian Church
project has been prepared in compliance with CEQA; and
WHEREAS, the City Council of the City of Arroyo Grande has reviewed the AEffi for the Arroyo Grande
Presbyterian Church project; and
WHEREAS, a duly noticed public hearing was held by the City Council of the City of Arroyo Grande on
July 16, 1992, at which time all interested persons were given the opportunity to be heard; and

WHEREAS, said AEffi meets the requirements of state and local environmental laws, addresses the
concerns raised during the public review period and at public hearings, adequately addresses the potentially
significant environmental impacts, and recommends suitable mitigation measures for said impacts; and
WHEREAS, the City Council makes the following fmdings of fact: -
1. Based on the information set forth in the EIR, Addenda, and in the Statement of Significant
Environmental Effects and Mitigation Measurers (Attachment A), the City Council finds and
determines that changes or alterations have been required in, or incorporated into, the project
which avoid or substantially lessen the adverse environmental effects identified for traffic and
circulation.
2. No additional adverse impacts will result from the proposed Planned Development rezoning and ..
Specific Development Plan.
3. All significant environmental effects identified in the EIR and Addenda have been reduced to an
acceptable level in that all significant environmental effects that can be feasibly avoided have been
eliminated or substantially lessened as determined through the findings set forth in paragraphs
(1) and (2) above.
WHEREAS, the City Council has reviewed and considered the information contained in the draft AEIR
for the Arroyo Grande Presbyterian Church project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande, California
declares as follows:
1. The City Council certifies that the Environmental Impact Report for the Halcyon Hills Subdivision
(with the previous addenda and the addendum for the Arroyo Grande Presbyterian Church
project) has been prepared and completed in compliance with CEQA, the State CEQA Guidelines, -
and the City's Rules and Procedures.
2. The City Council instructs the City Clerk to file a Notice of Determination.

STATEMENT OF ENVIRONMENTAL EFFEcrS
AND MITIGATION MEASURES
BACKGROUND
The California Environmental Quality Act (CEQA) and the State CEQA Guidelines promulgate pursuant thereto
provide: -~
"No public agency shall approve or carry out a project for which an Environmental Impact Report
has been completed and which identifies one or more significant environmental effects of the project
unless the public agency makes one or more written findings for each of those significant effects,
accompanied by a brief explanation of the rationale for each finding."
The City Council of the City of Arroyo Grande (the .City") proposes to approve the Arroyo Grande Presbyterian
Church Project (planned Development Rezone Case No. 91-223, Specific Development Plan 91-05, and Architectural
Review Case 91-470). Because the proposed action constitutes an action under CEQA and the CEQA Guidelines,
the City has prepared an addendum to the Environmental Impact Report (EIR) for the Halcyon Hills Subdivision.
The addendum ElR identified certain significant effects that may occur as a result of this project. Further, the City
has determined that the Addendum EIR is complete and has been prepared in accordance with CEQA, the State
CEQA Guidelines, and the "City of Arroyo Grande Rules and Procedures for the Implementation of the California
Environmental Quality Act." --
EFFECfS AND MITIGATION MEASURES
TRAFFIC AND ORCULATION
Effect: The Arroyo Grande Presbyterian Church will create additional vehicle trips in the vicinity of the
church. The hours of church operation determine whether or not the church impacts the City's backbone
transportation system.
All left hand turns into and from the west driveway should be prohibited because of safety and sight
-- distance concerns. ._-~
Miti!!ation: The following mitigation measures are recommended in the AEIR.
1. Any changes to the hours of operation as noted in the AEIR must first be approved by the Director
of Planning. Changes that could result in cumulative traffic impacts when combined with traffic from
Grace Bible Church shall be analyzed for their significance as part of this review. If a change in hours
of operation shall result in an impact on the City's backbone transportation system, the applicant
shall be required to pay the City's standard traffic mitigation fees.
2. For the westerly drive, left hand turns onto and from the site shall be prohibited with appropriate
signage. The design of the driveway shall be modified to be perpendicular to Rodeo Drive. The total
width of the driveway shall be 20 feet; eight feet used for emergency access may be constructed of
"torf block" or "eco-block" or similar product, provided the material can support the weight of a fire
truck. The portion of the driveway intended for emergency vehicle access shall be gated to prevent
public use. The final design, location, signage, materials, and gating for this driveway shall be
subject to the review and approval of the Public Works Director and the Fire Chief.
One year after church services are held on the site, the City engineer shall study accident reports and i
complaint files to ascertain compliance with left turn prohibition. If patrons are violating the left turn I
prohibition and the west driveway poses a safety problem, the driveway shall be reconfigured or
closed subject to the approval of the Fire Chief and the Director of Public Works.

Statement of Facts: As originally proposed, the hours of operation would create some increase in traffic I

volumes during the evening commute hours. Rather than pay the traffic impact fee, the church has agreed
to reschedule the religious education classes for grade school children so that they do not occur during peak
commute hours. The hours of operation noted in the AEIR will not impact the city's backbone
transportation system. There is a possibility that a change in the Sunday worship service times could also
create significant traffic impacts on the community.
Therefore, the hours of operation noted in the Final Addendum EIR must be strictly observed, and any
changes to the hours of operation must be approved by the Director of Planning.
Rodeo Drive curves downward as it passes the project site. The curve of the road and elevation change will
create short sight distances for any driveway proposed near the westerly comer of the site; yet for fire safety

and circulation purposes, a driveway is needed at this location. The sight distances are sufficient to allow
right hand turns as vehicles are leaving the church property.
Therefore, the proposed westerly driveway should only be used as an exit for vehicles that are turning right
onto Rodeo Drive.
WATER RESOURCES
Effect: Development of the proposed project will result in a reduction of domestic water supplies. The City
has existing resources which provide the City with 3,492 acre-feet of water per year. This resource is
sufficient to support a populati,)n of approximate 16,400. The City's General Plan projects a build out
population of 17,011 which results in a water shortfall of approximately 600 acre-feet per year.
Mitigation: The following mitigation measures are recommended in the AEIR:

3. The building specifications shall it :orporate fixtures and designs which minimize water usage. Such
fixtures and designs shall include, but are not limited to, low-flow shower heads, water saving toilets,
instant water heaters or hot water recirculating systems, drip irrigation with drought tolerant
landscaping, etc. Prior to final occupancy of any structure, all water conserving designs or fixtures
shall be installed.
4. The applicant shall submit a landscape plan, prepared by a licensed landscape architect, to the
satisfaction of the Director of Parks and Recreation and Director of Planning. All landscaping shall
be consistent with water conservation practices including the use of drip irrigation, mulch, gravel,
and bark.
5. The applicant shall provide for review and approval by the City Council an individual water
program which will propose mitigating measures to neutralize projected water demand for the
project. The approved program must be implemented prior to issuance of building permits.

substantially lessen the environmental effect as identified in the final AEIR.
Statement of Facts: Mitigation measures 1 through 5 require project designs which will decrease the
estimated water usage for this project. Mitigation measure 5 requires the applicant to neutralize the
projected water demand for the project. 1his can be accomplished through retrofitting, drought tolerant
landscaping, rainwater recovery, or other methods to save water. The decrease in water usage and
neutralization will result in the project not impacting domestic water supplies.
- EROSION AND DRAINAGE
Effect: The proposed construction activity and site development can lead to increased erosion and disruption
of historic drainage patterns.
Mitigation: The following mitigation measures are recommended in the AEIR:

6. At plan check, the applicants shall submit a grading, drainage, and erosion control plan, prepared
by a qualified person. Said plan shall be subject to the review and approval of the Public Works
Director. The plan shall include methods of revegetation of disturbed areas, grading and planting
periods, and maintenance provisions.
7. All exposed cuts and flits shall be protected from erosion through appropriate methods, including,
but not limited to, h},ctroseeding, straw bales, energy dissipators, siltation ponds, and other
appropriate means. Said methods shall be described in the grading, drainage, and erosion control
plan.
8. The applicant shall comply with all mitigation measures specified in the grading, drainage, and
erosion control report.

Statement of Facts: The site has already been heavily graded and has visible evidence of erosion on-site. The
-- applicant does not propose to substantially alter the building pad through additional grading. The
recommended mitigation measures will correct an existing problem.
CONSTRUCTIONIMPACffi -
Effect: The proposed construction of the church and related facilities will intermittently increase air
pollution and noise levels in the area during the three phases of construction.
Mitigation: The following mitigation measures are recommended in the AEIR:
9. The applicant shall adhere to all mitigation measures established by the Air Pollution Control District.

10. Construction activities shall not occur before 7:00 a.m. nor after 6:00 p.m.

Statement of Facts: Because the proposed church facilities are rather modest in size, each phase of
development will only require minimal use of large trucks and equipment. Each phase of development is
similar in size to some of the larger homes in the Rancho Grande subdivision.
PROJECT LIGHTING
Effect: The lighting of the proposed project may impact the surrounding residences. -
Miti!!ation: The following mitigation measure recommended in the AEIR:
11. All project lighting shall be designed such that lighting does not extend beyond the project site.

substantially lessen the environmental effect as identified in the final AEIR.
Statement of Facts: The elevated position of the church relative to the immediately adjacent neighbors
should prevent the project lighting from disturbing nearby residences. Furthermore, the mitigation measure
will assure that project lighting does not extend beyond the site.
PARKING
~: Additional parking will be needed to accommodate the third phase of development (the sanctuary).
Miti!!ation: The following mitigation measure is recommended in the AEIR:
12. Prior to receiving an occupancy permit for Phase m, the applicant shall complete the additional 52 i
parking spaces necessary to support the Phase III development.
