EXTERIOR RECOATING PROJECT, PW 2014-13

RECOMMENDATION:
It is recommended the City Council:
1. Accept the improvements as constructed by Crosno Construction, Inc. for the
subject project;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The 2014/2015 Capital Improvement Program Budget includes $79,900 for the subject
project. The actual construction project cost, including authorized construction changes,
is $64,178. The total cost of the project, including all design, construction, contract
administration, inspection and testing costs is approximately $73,000.
BACKGROUND:
On July 29, 2014, Council awarded a construction contract to perform the subject
project to Crosno Construction, Inc. for $59,000 and authorized the City Manager to
approve change orders in the amount of $5,900. The project scope of work involved the
site preparation, removal and disposal of potential lead based paint, minor surface
repairs and painting of the existing 250,000 gallon above ground steel water Reservoir
No. 3, located at 805 Stagecoach Road.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. There are no outstanding issues.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staffs recommendation;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in the project account will be used for a second phase of
concrete repair work.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Guidelines Section
15301(b).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted on Thursday, October 23, 2014. The agenda and staff report
was posted on the City's website on Friday, October 24, 2014. No public comments
were received as of the time of preparation of this report.
