Adopt a Resolution amending the City's policy on the naming of public parks; and 2. Approve the renaming of "Hoosegow Park" to "Howard Mankins Hoosegow Park". IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: There is no immediate fiscal impact to the City of Arroyo Grande. Renaming of specific parks would require undetermined sign replacement expenses. Cost for replacement signs for "Howard Mankins Hoosegow Park" will be covered by donations received for the Hoosegow Park Renovation Project. BACKGROUND: On February 14, 1967, the Arroyo Grande City Council adopted Resolution No. 735, which established policies for the naming of public parks. The resolution had been recommended for approval by the Parks and Recreation Commission. Since 1967, Resolution No. 735 has guided public park naming policy in the City of Arroyo Grande. On February 12, 2014, the Arroyo Grande Parks and Recreation Commission voted unanimously to recommend to the City Council approval of amendments to the City's policy on the naming of public parks and the renaming of "Hoosegow Park" to "Howard Mankins Hoosegow Park." Staff is recommending that the Council approve amendments to the policy to allow for the naming of "Parks" or "Pocket Parks" to commemorate a person or persons who have made a significant financial contribution for development of a park or improvements to a park, so long at the donor has made important contributions to the Arroyo Grande community. Item 8.i. - Page 1 I CITY COUNCIL CONSIDERATION OF AMENDMENTS TO THE POLICY CONCERNING THE NAMING OF PUBLIC PARKS AND THE RENAMING OF HOOSEGOW PARK TO HOWARD MANKINS HOOSEGOW PARK JUNE 24, 2014 PAGE 2 ANALYSIS OF ISSUES: The current park naming policy for the City of Arroyo Grande is guided by the following policies: 1. Parks and recreation areas of sufficient size, which are to be used for recreational purposes shall be given Spanish names and identified as a park. 2. Park areas which are too small to provide recreational facilities, or located or designed primarily to serve purposes other than recreation, shall be called "Pocket Parks." 3. In cases where a "Park" or "Pocket Park" has been donated in part or in its entirety for park purposes to the City of Arroyo Grande, if so recommended by the Parks and Recreation Commission, said "Park" or "Pocket Park" may commemorate the name of the person or person's instrumental in said gift to the City. 4. In cases in which public property cannot be identified as set forth above, the Parks and Recreation Commission may recommend another appropriate name. Staff is recommending that an additional section be added to the policy for naming of public parks. The proposed addition would allow for the naming of a "Park" or "Pocket Park" to commemorate the name of the person or persons who has donated a financial gift to the City that funds the majority of the costs of developing or renovating a "Park" or "Pocket Park" so long as the person or persons have made important contributions to the Arroyo Grande community. The commemoration of a "Park" or "Pocket Park" in the name of the person or persons who made a significant financial contribution may be recommended to the City Council by the Parks and Recreation Commission under this new policy. Currently, the policy allows for the commemoration of a "Park" or "Pocket Park" in the name of the person or persons who made a donation of land only. The proposed resolution will supersede the policy set forth in City Council Resolution No. 735. Important contributions to the Arroyo Grande community may include, but not limited to the following: A.) Enhances the lives of the members of the community, B.) Fosters a sense of community identity and pride, C.) Promotes the preservation and use of historic resources, D.) Engages in actions to improve the environmental health and aesthetics of the community, E.) Improves the local economy by attracting tourism or other businesses to the community. Staff is also recommending that the City Council approve the renaming of Hoosegow Park to Howard Mankins Hoosegow Park. Recently the Mankins Family Foundation agreed to donate $50,000 to the Hoosegow Park Renovation Project. This donation will allow for a complete landscape renovation of Hoosegow Park. In addition, Howard Mankins has had a significant impact on Arroyo Grande including his active role in city Item 8.i. - Page 2 CITY COUNCIL CONSIDERATION OF AMENDMENTS TO THE POLICY CONCERNING THE NAMING OF PUBLIC PARKS AND THE RENAMING OF HOOSEGOW PARK TO HOWARD MANKINS HOOSEGOW PARK JUNE 24, 2014 PAGE 3 governance, civic organizations, youth programs and historic preservation. Naming of Hoosegow Park in commemoration of Howard Mankins would be consistent with the recommended park naming policy changes. In addition Hoosegow Park would be a fitting park to be named in memory of Howard Mankins due to his involvement with historic preservation and the fact that the Mankins family owns an adjacent property. The recommended name change was developed by City staff to recognize the Foundation for its generosity and was not a request from the Mankins family. ALTERNATIVES: The following alternatives are provided for the Council's consideration: • Approve staff's recommendation to adopt Resolution amending the policy concerning the naming of public parks; • Modify and adopt the Resolution; • Do not approve staff's proposal and retain existing policy; or • Provide direction to staff. ADVANTAGES: Approval of proposed modifications to the park naming policy will allow for the naming of a "Park" or "Pocket Park" to commemorate the name of the person or persons who funded a majority of the costs for the purposes of developing or renovating a "Park" or "Pocket Park." As a result, the policy will provide the ability to recognize substantial financial contributions in addition to land, but will continue to maintain restrictions on the naming of parks. Staff believes clear restrictions and guidelines are important to avoid placing the City Council in a difficult position when requests are received to name parks and facilities after individuals, particularly after the death of well know citizens. DISADVANTAGES: The policy change will result in less restrictive guidelines; staff believes they will be effective in accomplishing overall City goals. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Guidelines Section 15301(c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, June 19, 2014. The agenda and staff report was posted on the City's website on Friday, June 20, 2013. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AMENDING THE POLICY CONCERNING THE NAMING OF PUBLIC PARKS WHEREAS, it has been determined by the Parks and Recreation Commission of the City of Arroyo Grande that public open spaces, beauty areas, small and large park areas and such other uses of land should be identified, and WHEREAS, the Parks and Recreation Commission has recommended that certain public places be named to commemorate certain persons who have contributed lands to the City of Arroyo Grande and to commemorate the Spanish heritage of the City of Arroyo Grande; and WHEREAS, on February 14, 1967, the City Council adopted Resolution No. 735 approving the Parks and Recreation Commission's recommendation concerning the naming of public parks; and WHEREAS, on February 12, 2014, the Parks and Recreation Commission recommended approval of an amendment to the park naming policy to allow for the naming of a "Park" or "Pocket Park" to commemorate the name of the person or persons who has donated a financial gift to the City that funds a majority of the costs for the purposes of developing or renovating a "Park" or "Pocket Park" and the donor has made important contributions to the Arroyo Grande community, upon recommendation by the Parks and Recreation Commission, said "Park" or "Pocket Park" may commemorate the person or persons instrumental in said gift to the City." NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande hereby approves the recommendation of the Parks and Recreation Commission and the park naming policy is established as follows: 1. Such parks or recreation areas of sufficient size to be used for recreational purposes by neighborhoods or by the entire community shall be given Spanish names and identified as a "Park." 2. Such areas which are too small to provide recreational facilities, or are located or designed primarily to serve purposes other than recreation, shall be called "Pocket Parks." 3. In cases where a "Park" or "Pocket Park" has been donated in part or in its entirety for park purposes to the City of Arroyo Grande, upon recommendation by the Parks and Recreation Commission, said "Park" or "Pocket Park" may commemorate the name of the person or person's instrumental in said gift to the City. CITY COUNCIL CHAMBERS 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA 1. CALL TO ORDER Chair King presided and called the Arroyo Grande Parks and Recreation Commission meeting to order at 6:31 p.m. 2. FLAG SALUTE Commissioner Blethen led those present in the Flag Salute. 3. ROLL CALL Commissioner Matt Ekberg, Commissioner Roxanne Shankland, Vice Chair Shawn Blethen, and Chair Greg King were present at roll call. Commissioner Marcy Betita was absent. Attending staff included Public Works Director Geoff English, Recreation Director John Rogers and Administrative Secretary Alison Neff. 4. COMMUNITY COMMENTS AND SUGGESTIONS None. 5. CONSENT AGENDA 5.a. Consideration of Approval of Minutes Action: Upon motion/second by Commissioners Shankland/Blethen, the minutes of the Parks and Recreation Commission special meeting of December 11, 2013 were unanimously approved as submitted. 6. CONTINUED BUSINESS None. 7. NEW BUSINESS At the request of Chair King, and with the consent of the Commission, Item 7d was moved ahead of Item 7b and Item 7a was moved to after Item 7c. 7.d. Consideration of Amendments to the Policy Concerning the Naminq of Public Parks Director English stated that there are two parts to this item. One part being the consideration of amendments to the policy concerning the naming of public parks. The second part being consideration of renaming Hoosegow Park to Howard Mankins Hoosegow Park. Director English reviewed the staff report including a brief background of the Hoosegow Park Renovation project and a PowerPoint Presentation. Chairperson King asked if there were any issues with both recommendations going to City Council together. Director English clarified that there was no issue with both recommendations going to City Council together. Blair Mankins, son of Howard Mankins, addressed the Commission thanking the Item 8.i. - Page 8 PARKS AND RECREATION COMMISSION MINUTES FEBRUARY 12, 2014 PAGE 2 members for their consideration of this item to honor his father. Mr. Blair Mankins and Mr. Mark Mankins also answered questions from the Commission regarding projects Howard Mankins was involved with. Commission comments ensued including the potential of setting a precedent with this recommendation. Chair King stated that it is because of the caliber of the individual that the Commission is considering renaming the park and it is not tied to the financial aspect of the Hoosegow Park project. The Commission also discussed adding to the wording of the proposed amendment in item 4 of the Resolution as follows: "In cases where land is already owned by the City and a majority of costs have been donated for the purpose of developing or renovating the park, and/or the person or persons have made a significant contribution to the community, upon recommendation by the Parks and Recreation Commission, said "Park" or "Pocket Park" may commemorate the person or persons instrumental in said gift to the City." Action: Commissioner Shankland moved to recommend to the City Council to approve the amendment to the City's policy on the naming of public parks as amended above. Commissioner Blethen seconded, and the motion passed on the following roll- call vote: Ayes: Ekberg, Shankland, Blethen, King Noes: Absent: Betita Commissioner Blethen moved to rename Hoosegow Park to Howard Mankins Hoosegow Park. Consideration of an Appeal to Denied Request to Remove Six Trees at 171 Brisco Road Commissioner Blethen excused himself from the item to avoid a potential conflict of interest and left the room. Director English reviewed the staff report including reviewed a PowerPoint Presentation that included pictures of the trees in question. He also clarified that 1 of the 6 trees was approved for removal and that the appeal is for the removal of the other 5 trees.
