Approve Purchase of Replacement Pump pRR0�0 INCORPORATED 72 V O JULY 10. 1811 c MEMORANDUM P TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR BY: SHANE TAYLOR, PUBLIC WORKS SUPERVISOR — UTILITIES SUBJECT: CONSIDERATION TO APPROVE THE PURCHASE OF A REPLACEMENT PUMP AND PIPE COLUMN FOR WELL NO. 1 DATE: JUNE 10, 2014 RECOMMENDATION: It is recommended the City Council: 1. Approve the purchase of a replacement vertical turbine pump and pipe column for Well No. 1 in the amount of $19,700.00; and 2. Authorize an appropriation of $22,000 from the Water Fund. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The funding for the replacement pump and pipe column will require an appropriation from the Water Fund balance of $22,000 to support this replacement as it was not budgeted. Restoration work will involve approximately 40 manhours. BACKGROUND: Well No. 1 is the oldest drinking water well in the City. It was drilled in 1940. The pump and pipe column were replaced in 1988. During the week of May 5th the well head began leaking water out. This is due to a tube shaft bearing failure. Upon recommendation from Wes Mello of Mello & Son's Pumps & Motors, the pump and inner column and the 6" outer column should be replaced. Quotations were obtained from three (3) licensed well pump contractors. The lowest responsible quotation was from M & W Pump, Inc. ANALYSIS OF ISSUES: Well No. 1 is part of the City's Drinking Water Well System. The system consists of six (6) wells which pump water from the Santa Maria Groundwater Basin, and two (2) wells which pump from the Pismo Formation. Well No. 1 produces 300 gallons per minute. Although it is the City's smallest producing well from the Santa Maria Basin, it is a vital supply well. There are many times throughout the year that a smaller producing well provides our system sufficient water when combined with other wells. Due to the age of this well, 74 years old, the well casing will be video inspected prior to any new "down hole" equipment installation to Item 8.j. - Page 1 CITY COUNCIL CONSIDERATION TO APPROVE THE PURCHASE OF A REPLACEMENT PUMP AND PIPE COLUMN FOR WELL NO. 1 JUNE 10, 2014 PAGE 2 assure the casing still is in good condition. The additional $2,300 is to hire a crane to remove the roof of the building and replace the roof when the work is completed. ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Approve a purchase order in the amount of $19,700 and authorize an appropriation of $22,000 from the Water Fund; - Do not approve the purchase order and appropriation; - Modify as appropriate and approve staff's recommendation; or - Provide direction to staff. ADVANTAGES: Replacement of the pump/pipe will allow continued use of Well No. 1 to provide drinking water. DISADVANTAGES: No disadvantages are evident. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, June 5, 2014. The Agenda and staff report were posted on the City's website on Friday, June 6, 2014. No public comments were received. Attachments: 1.
