A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING PLANNED
SIGN PROGRAM 13 -004 AND THE USE OF FAQADE
IMPROVEMENT GRANT PROGRAM FUNDING; LOCATED
AT 1200 E. GRAND AVENUE; APPLIED FOR BY LADERA
PLAZA, LLC
WHEREAS, the applicant has filed Planned Sign Program 13 -004 to remove an existing
pole sign and replace it with a new, sixty -six (66) square -foot monument sign; and
WHEREAS, the applicant has filed Planned Sign Program 13 -004 to establish size, style,
and location guidelines for all new tenant signage at the existing commercial property
where no existing sign program exists; and
WHEREAS, the applicant has requested the use of Fagade Improvement Grant Program
( "Program ") funds to remove the existing pole sign and replace it with a new monument
sign; and
WHEREAS, the Planning Commission has reviewed the project in compliance with the
California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo
Grande Rules and Procedures for Implementation of CEQA and has determined that the
project is exempt per Section 15301 (g) of the CEQA Guidelines; and
WHEREAS, the Planning Commission has reviewed the project at a duly noticed public
hearing on January 21, 2014 in accordance with City Code; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
Planned Sign Program Findings:
1. The proposed sign is consistent with the goals, objectives, policies and programs
of the Arroyo Grande General Plan, specific plan, and any applicable design
guidelines or approvals.
The proposed comprehensive sign program, as reviewed by the Architectural
Review Committee, is consistent with the goals, objectives, policies, and
programs of the Arroyo Grande General Plan; it is not subject to any additional
plans or design guidelines.
2. The proposed sign conforms to applicable development standards and
provisions of this title and will not be detrimental to the public health, safety and
welfare.

The proposed signage complies with all applicable development standards for
commercial centers with 2 to 8 tenants and individual business identification in
commercial centers, with the exception that the proposed monument sign is
sixty -six (66) square -feet, sixteen (16) square -feet larger than the maximum
monument sign size. However, planned sign programs allow for reasonable
deviations from strict application of these standards in order to achieve a high
quality visual environment. Due to the commercial building being set back from
E. Grand Avenue, the size deviation is reasonable and will result in a high quality
visual environment in light of removal of the existing pole sign.
3. The physical location or placement of the sign is compatible with the surrounding
neighborhood and does not pose a safety risk.
The physical location of the signage, as reviewed by the Architectural Review
Committee, is compatible with the surrounding neighborhood and does not pose
a safety risk due to being installed in accordance with all applicable Codes.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby approves Planned Sign Program 13 -004 as presented to the
Planning Commission on January 21, 2014 and shown in Exhibit "B ", attached hereto and
incorporated herein by this reference, with the above findings and subject to the
conditions as set forth in Exhibit "A ", attached hereto and incorporated herein by this
reference.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Planning Commission of the
City of Arroyo Grande hereby approves the use of Fagade Improvement Grant Program
funds for the removal of the existing pole sign and construction of a new monument sign
at the subject property.
On motion by Commissioner Goss, seconded by Commissioner Russom, and by the
following roll call vote, to wit:

EXHIBIT "A"
CONDITIONS OF APPROVAL
PLANNED SIGN PROGRAM 13 -004
1200 EAST GRAND AVENUE
This approval authorizes a Planned Sign Program for 1200 East Grand Avenue as
shown in Exhibit "B ".
GENERAL CONDITIONS:
1. The applicant shall ascertain and comply with all Federal, State, County and City
requirements as are applicable to this project.
2. The applicant shall comply with all conditions of approval for Planned Sign
Program 13 -004.
3. Development shall occur in substantial conformance with the plans presented to
the Planning Commission at its meeting of January 21, 2014.
4. The applicant shall agree to defend at his /her sole expense any action brought
against the City, its present or former agents, officers, or employees because of
the issuance of said approval, or in anyway relating to the implementation thereof,
or in the alternative, to relinquish such approval. The developer shall reimburse
the City, its agents, officers, or employees, for any court costs and attorney's fee's
which the City, its agents, officers or employees may be required by a court to pay
as a result of such action. The City may, at its sole discretion, participate at its
own expense in the defense of any such action but such participation shall not
relieve the developer of his /her obligations under this condition.
5. All UL listing labels shall be located on the top of the signs so that they are not
visible from below.
6. All tenants of the commercial building shall be required to have signage on the
monument sign so that no blank sign panels are included. Any blank spaces will
then be associated with a vacant suite in the commercial building.
7. Landscaping and real stone shall be included in the existing planter areas near
the monument sign to add transition from the monument sign to the ground.
8. Individual tenant signs shall be approved by Community Development
Department staff through approval of an Administrative Sign Permit in order to
ensure proposed signage meets the criteria of the sign program. If a proposed
sign does not meet the criteria of the sign program, Community Development
Department staff shall present the item to the Architectural Review Committee
for a recommendation to the Community Development Director.

9. Removal of the pole sign and construction of the monument sign shall not occur
until the City has received necessary environmental review certification from the
County of San Luis Obispo.
BUILDING AND LIFE SAFETY DIVISION CONDITIONS:
10. The monument sign must be designed by a licensed architect or engineer.
11. The project shall comply with the most recent editions of the Codes.
12. Building and /or electrical permits shall be required for all signs prior to their
installation payment of permit fees in effect at the time of permit issuance.
ENGINEERING DIVISION CONDITIONS:
13. Sign construction shall adhere to Sections 10.12.010 and 10.12.020 of the
Arroyo Grande Municipal Code.
PLANNING COMMISSION CONDITIONS:
14. LED lighting shall be required for monument sign illumination.
15. Suite 104 shall be allowed a second wall sign on the E. Grand Avenue building
frontage provided total sign area of all tenant identification does not exceed that
identified in the Planned Sign Program.

with sealed backer,
attached to exterior wall
with 2" galy screws
all perforations sealed
with silicone adhesive.
To have Translucent acrylic face,
aluminum returns and trimcap,
and Translucent vinyl logo.
Existing wall framing, 5 /8" drywall,
3/4" siding over
1/2" shear wall with 301b felt backer.
