ORDINANCE NO. 480 c.s.
AN ORDINANCE OF THE CITY OF ARROYO GRANDE
AMENDING PORTIONS OF TITLE 2 AND TITLE 10 OF THE
ARROYO GRANDE MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DOES ORDAIN AS
FOLLOWS:
SECTION 1: Arroyo Grande Municipal Code Section 2-2.07(b) is hereby amended to
read as follows:
(b) Personnel and organization. To appoint and dismiss all appointive officers
and employees except the City Attorney and Assistant City Attorney and to
suspend, and discipline such officers and employees in accordance with
such policies as from time to time may be set forth by the Council; to
transfer employees from one department to another consistent with the
policies of the Council; to recommend to the Council such reorganization
of officers, departments, or divisions as may be indicated in the interests
of the efficient, effective, and economical conduct of the City's business,
and to effect such reorganization when authorized by appropriate ordinance,
resolution, or motion of the Council.
SECTION 2: Arroyo Grande Municipal Code Section 2-3.07(b) is hereby 2mended 10
read as follows:
(b) The City Manager shall appoint all appointive officers and employees
except the City Attomey and Assistant City Attorney. When the offices of
City Clerk and City Treasurer are made appointive, appointments -to such
offi~s shall be made by the City Council unless the City Council vests such
appointing power in the City Manager by ordinance.
SECTION 3: Arroyo Grande Municipal Code Section 2-8.03 is hereby amended to read
as follows:
Sec. 2-8.03. Finance Director: Position created: Appointment: Responsibilities.
The position of Finance Director is hereby created and established and shall be
filled by appointment of, and serve at the pleasure of, the City Manager. The
Finance Director shall be fully responsible for an the functions and duties of the
Finance Department as established by State laws, ordinances, or resolutions.
SECTION 4: Arroyo Grande Municipal Code Sections 1O-1.06(d) and 10-2.03 regarding
the appointment process of the Parks and Recreation Director are hereby repealed and deleted in
their entirety.

SECTION 5: All references in the Arroyo Grande Municipal Code to "City Administra-
tor" shall refer to the "City Manager."
SECTION 6: If any section, subsection, subdivision, paragraph, sentence, clause or
phrase of this Ordinance or any part thereof is for any reason held to be unconstitutional, such
decision shall not affect the validity of the remaining }X>rtion of this Ordinance or any part thereof.
The City Council hereby declares that it would have passed each section, subsection, subdivision,
paragraph, sentence, clause or phrase thereof, irrespective of the fact that anyone or more
section, subsection, subdivision, paragraph, sentence, clause or phrases be declared unconstitu-
tional.
SECTION 7: Within fifteen (15) days after passage of this Ordinance, it shall be
published once, together with the names of the Council Members voting thereon, in a newspaper
of general circulation within the City.
On motion of Council Member Brandy , seconded by
Council Member Souza and on the following roll can vote, to-wit:
AYES: Council Members Brandy, Souza, Fuller, Lady, and Mayor Dougall
NOES: None
ABSENT: None
the foregoing Ordinance was adopted this 8th day of October , 1996.
