ORDINANCE NO. 464 C.S.
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ARROYO GRANDE AMENDING MUNICIPAL CODE
TITLE 10, CHAPTER 6 REGARDING THE ESTABLISHMENT
OF A TEEN ADVISORY COMMITTEE
THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1: Sections 10-6.01 through 10-6.06 are hereby added
to the Arroyo Grande Municipal Code, and will read as follows:
CHAPTER 6. TEEN ADVISORY COMMITTEE
Sec. 10-6.01. Teen Advisorv Committee: Created.
There is hereby created a Teen Advisory Committee, which
shall be composed of five (5) members.
Sec. 10-6.02. Teen Advisory Committee: Membership.
The Members of the Teen Advisory Committee shall be composed
of four (4) qualified electors of the City and one minor teenager
eighteen (18) years old or younger, who shall hold no other
public office in the City.
Sec. 10-6.03. Teen Advisory Committee Members: Terms of Office.
Members of the Teen Advisory Committee shall be appointed to
serve initially beginning July 1, 1994. Commissioners shall
serve for a term of three (3) years. The terms of two (2)
members shall expire on June 30, 1996, and every three (3) years
thereafter; the terms of three (3) members shall expire on June
30 1997, and every three (3) years thereafter.
Sec. 10-6.04. Teen Advisory Committee: Vacancies and
ADpointments.
Vacancies on the Teen Advisory Committee, occurring
otherwise than by expiration of term, shall be filled in the
manner provided in this section for appointments. All members
shall serve at the pleasure of the Council.
Appointments to the Committee and the filling of vacancies
shall be made by vote of the Council after nomination by the
Mayor. Vacancies shall be filled for the duration of the
unexpired terms only.
Sec. 10-06.05. Teen Advisory Committee: Organization.
(a) Chairperson and vice chairperson. At its first regular
meeting following the annual appointments, the members of the
Teen Advisory Committee shall elect a chairperson and vice
chairperson, who shall hold office for one year. Their duties
shall be such as are usually carried by such officials.
(b) City Staff Assistance. Staff from the City Parks and

Recreation Department shall provide advice and assistance to the
Teen Advisory Committee.
(c) Secretary. The City Manager shall appoint a secretary
to the Committee, who shall maintain accurate minutes of the
activities of the Committee.
(d) Rules and Regulations: Meetings. The Committee shall
adopt rules and regulations to govern procedure and shall, by
resolution, set a time for regular meetings, which will be held
once a month or on call as needed.
(e) Quorum. A majority of members shall constitute a
quorum.
(f) Absence from meetings. Absence from three (3)
consecutive meetings without formal consent of the Committee
shall be deemed to constitute the resignation of a member, and
the position shall be declared vacant.
Sec. 10-6.06. Teen Advisory Committee: Powers and Duties.
The duties and responsibilities of the Teen Advisory
Committee shall be to:
(a) Advise the Parks and Recreation Commission on issues of
concern to teenagers and adolescents;
(b) Recommend appropriate action to the Parks and Recreation
Commission on legislation concerning teenage and adolescent
citizens;
(c) Develop and promote teenage and adolescent recreation
activities such as dances, outings and special events, and to
provide educational programs and outlets;
(d) Advise and make recommendations to the Parks and
Recreation Commission concerning delinquency prevention and
alternative programs and funding available for youth at risk;
(e) Disseminate information to teenagers and adolescents and
their parents regarding activities, services and programs
available to them.
(f) Encourage networking or collaboration with local school
districts, law enforcement agencies and various community
organizations working with teenagers and adolescents.
SECTION 2: This ordinance shall be come effective thirty
(30) days after the date of its adoption, and within fifteen (15)
days after its adoption, it shall be published once, together

with the names of the Council Members voting thereon, in a
newspaper of general circulation within the city.
On motion of Council Member Brandy , seconded by
Council Member Burke , and on the following roll call
vote, to wit:
AYES: Council Members Brandy, Burke, Lady and Mayor Gallagher
NOES: None
ABSENT: Council Member Souza
the foregoing ordinance was passed and adopted this 28th day of June,
