This public comment period is an invitation to members of the community to present
issues, thoughts, or suggestions on matters not scheduled on this agenda.
Comments should be limited to those matters that are within the jurisdiction of the
City Council. The Brown Act restricts the Council from taking formal action on
matters not published on the agenda. In response to your comments, the Mayor or
presiding Council Member may:
♦ Direct City staff to assist or coordinate with you.
♦ A Council Member may state a desire to meet with you.
♦ It may be the desire of the Council to place your issue or matter on a future
Council agenda.
Please adhere to the following procedures when addressing the Council:

The following routine items listed below are scheduled for consideration as a group.
The recommendations for each item are noted. Any member of the public who
wishes to comment on any Consent Agenda item may do so at this time. Any
Council Member may request that any item be withdrawn from the Consent Agenda
to permit discussion or change the recommended course of action. The City Council
may approve the remainder of the Consent Agenda on one motion.
8.a. Consideration of Cash Disbursement Ratification (MALICOAT)
Recommended Action: Ratify the listing of cash disbursements for the period
March 16, 2015 through March 31, 2015.
8.b. Consideration of Approval of Minutes (WETMORE)
Recommended Action: Approve the minutes of the Regular City Council Meeting of
March 24, 2015 and the Special Meetings of March 24, 2015, March 27, 2015,
March 28, 2015, and March 31, 2015, as submitted.
8.c. Consideration of Temporary Use Permit 15 -003 Reaardina Street Closures for
the Amgen Tour of California Bike Race on Wednesday May 13, 2015
(McCLISH)
Recommended Action: Adopt a Resolution approving Temporary Use Permit 15-
003 for the Amgen Tour of California Bike Race on Thursday May 13, 2015.
8.d. Consideration to Declare Surplus Property (ENGLISH)
Recommended Action: Adopt a Resolution declaring a service truck as surplus and
authorizing its sale or disposal.

11.a. Presentation by Southern California Gas Company Pipeline Safety
Enhancement Protect - Replacement Line Routing (ENGLISH)
Recommended Action: Receive and comment on a presentation by Southern
California Gas Company staff about the proposed routing of the Pipeline Safety
Enhancement Project.

11.b. Consideration of a Donation of Artifacts found at Howard Mankins Hoosegow
Park to the South County Historical Society and Temporary Street Closure for
Le Point Street for Ribbon Cutting Ceremony (ENGLISH)
Recommended Action: Adopt a Resolution: 1) Authorizing the donation of artifacts
found during construction of the Hoosegow Park Renovation Project to the South
County Historical Society, and 2) Authorizing the temporary closure of Le Point
Street from Miller Way to Nevada Street on Saturday, April 25, 2015, from 9:00 a.m.
until 12:00 p.m. for the Howard Mankins Hoosegow Park Ribbon Cutting Ceremony.
11.c. Consideration of Governor's Statewide Mandatory Water Use Restrictions
Potential Impacts on Arroyo Grande (ENGLISH)
Recommended Action: Receive and comment on a report regarding potential
impacts of Governor Brown's Executive Order B -29 -15 enacting Statewide
mandatory water conservation requirements and approve additional water
conservation measures to be implemented by City staff.
12. COUNCIL COMMUNICATIONS:
Any Council Member may ask a question for clarification, make an announcement,
or report briefly on his or her activities. In addition, subject to Council Policies and
Procedures, Council Members may request staff to report back to the Council at a
subsequent meeting concerning any matter or take action to direct staff to place a
matter of business on a future agenda.
