CONSTRUCTION, INC. FOR CONSTRUCTION OF THE HERITAGE
SQUARE PARK RESTROOM PROJECT, PW 2014-17

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for the Heritage Square Park Restroom Project to J&P
Construction, Inc. in the amount of$118,782;
2. Authorize the City Manager to approve change orders for 10% of the contract
amount, $11,878 for unanticipated costs during the construction phase of the
project (total construction costs = $118,782 + $11,878 = $130,660);
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The 2014/2015 Capital Improvement Program Budget includes $200,000 for the
Heritage Square Park Restroom Project. The lowest responsive bid is below the
Engineer's Estimate of $130,000. There are no immediately perceived impacts to
Public Works personnel but there will be ongoing maintenance of the restroom facility
upon project completion.
BACKGROUND:
The project involves the procurement, delivery and installation of a pre-fabricated
restroom building within an established City park. Work includes the installation of
utilities to the new building, construction of ADA pathways, site preparation and
construction of the building foundation to manufacturer requirements.
On November 25, 2014, the City Council adopted Resolution No. 4462 approving the
project design.

ANALYSIS OF ISSUES:
On April 14, 2015, seven bids were opened for the Heritage Square Park Restroom
Project. The lowest bid, from J&P Construction, Inc. was in the amount of$118,782.
Staff has determined the bid to be responsive and recommends the award of a
construction contract to J&P Construction, Inc. The contract time is 90 calendar days.
Work is expected to begin in late-May, 2015 and complete in late August, 2015.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staff's recommendations to award a construction contract to J&P
Construction, Inc. for the Heritage Square Park Restroom Project;
2. Do not award a construction contract for the project; or
3. Provide direction to staff.
ADVANTAGES:
The new restroom building will provide a much needed restroom facility for the public
utilizing Heritage Square Park and complement the historical character of the
surrounding area.
DISADVANTAGES:
There will be temporary inconveniences to the traveling public and the surrounding
neighborhood during the construction project.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Section 15303 — New
Construction or Conversion of Small Structures — and Section 15332 — In-Fill
Development Projects — of the CEQA Guidelines.
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted at City Hall on Thursday, April 23, 2015. The agenda and staff
report was posted on the City's website on Friday, April 24, 2015. No public comments
were received as of the time of preparation of this report.
