PC R 15-2228 i RESOLUTION NO. 15-2228 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE FINDING FACADE TREATMENTS AND SIGN INSTALATIONS IN SUBSTANTIAL CONFORMANCE WITH CONDITIONAL USE PERMIT CASE NO. 14-005 AND PLANNED SIGN PROGRAM 14-001; LOCATED AT 1462 E. GRAND AVENUE; APPLIED FOR BY FIGUEROA MOUNTAIN ENTERTAINMENT, LLC WHEREAS, the Planning Commission approved Conditional Use Permit 14-005 and Planned Sign Program 14-001 on May 6, 2014 for a commercial building located at 1462 E. Grand Avenue; and WHEREAS, a building permit for tenant improvements and facade modifications was issued on October 9, 2014; and WHEREAS, an inspection of the construction site revealed potential-changes to the commercial façade from that approved under the building plans on May 22, 2015; and WHEREAS, the project contractor requested the changes be approved as being in substantial conformance with the approved plans; and WHEREAS, the Architectural Review Committee reviewed the facade and sign ' modifications on June 1, 2015 and recommended the Planning Commission find the modifications in substantial conformance with the approved plans, with recommendations for additional requirements to ensure substantial conformance; and WHEREAS, the Planning Commission reviewed the project entitlement in compliance with the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo Grande Rules and Procedures for Implementation of CEQA and has found and determined that the project is exempt per Section 15301(a) (Existing Facilities) of the CEQA Guidelines; and WHEREAS, the Planning Commission of the City of Arroyo Grande has reviewed the project at a regular meeting on June 16, 2015; and WHEREAS, the Planning Commission finds, after due study, deliberation and public hearing, the modifications with additional requirements are in substantial conformance with Conditional Use Permit 14-005 and Planned Sign Program 14-001. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby finds the modifications to the approved plans coupled with the I additional requirements (all of which are set forth below) are in substantial conformance with the conditions of approval and required findings for Conditional Use Permit 14-005 and Planned Sign Program 14-001, as approved by Planning Commission Resolution 14- RESOLUTION NO. 15-2228 PAGE 2 2206 on May 6, 2014. The modifications and additional requirements consist of the following: 1. Keep the existing stone wainscot, which contains gray tones that complement the gray stucco color of the building; 2. Keep the new awning locations over all windows at the height installed; 3. Do not install the Corten awning over the entry; 4. Keep the existing windows on the east and north elevations; 5. Skin the electrical cabinet in a manner acceptable to the Community Development Director; 6. Explore reconfiguring the silo ladder to reduce visual impact; 7. Plant a vine on the screen fencing at the silo base for screening; and 8. Keep the northern elevation sign as installed.
