SUBJECT: CONSIDERATION TO APPROVE THE PURCHASE OF TANK MIXERS

RECOMMENDATION:
It is recommended the City Council approve the purchase of four (4) tank mixers for
Reservoirs 1, 2, 4, & 5 in the amount of$34,484.80.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The funding for the mixers is included in the Water Fund Account # 640-5969-7001.
The work to install the mixers is part of the nitrification reduction in-house capital
improvement project, which is budgeted at $100,000.
BACKGROUND:
For many years the City's water supply reservoirs during early summer to fall
experience nitrification problems. Nitrification is a microbial process in which ammonia
is sequentially oxidized to nitrite. This leads to loss of chlorine residual. This results in
immediate "shock" chlorination by City staff to eliminate the problem. There is a
constant battle during the warmer months to keep our tanks from nitrification as it is
temperature dependent. Once the water temperature drops below 70° F the activity
stops. To correct this problem an evaluation/trial study was conducted in the
summer/fall of 2013. The result of the study was that tank mixing, along with
supplemental disinfection would help inactivate the nitrifying bacteria.
ANALYSIS OF ISSUES:
In order to understand the performance of the tank mixers, the two top manufacturers
were contacted and free demonstrations were set up. The PAX water mixer and Solar
Bee mixer both were evaluated for three months. During the duration of both trials,
temperature data was recorded at multiple levels within the tank. Both mixers
performed well with equal results. The Solar Bee mixer however is $25,000 less
expensive per unit. Hopkins Technical Products is the only factory authorized, stocking
distributor for the Medora Corporation GS Series Potable Tank Mixes in the State of

California. Per the City's Purchasing Policies and Procedures Manual this purchase is
allowed as a sole source procurement (see attachement#2).
ALTERNATIVES:
The following alternatives are provided for Council consideration:
- Approve a purchase order in the amount of$34,484.80;
- Do not approve the purchase order;
- Modify as appropriate and and approve staff's recommendation; or
- Provide direction to staff.
ADVANTAGES:
Purchase and installation of the mixers will allow the nitrification reduction capital
improvement project to proceed and control the nitrification problem in the water tanks.
DISADVANTAGES:
No disadvantages noted at this time.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, July 23, 2015. The Agenda
and staff report were posted on the City's website on Friday, July 24, 2015.
