SUBJECT: AUTHORIZATION TO PURCHASE WATER METERS
DATE: JULY 28, 2015
RECOMMENDATION:
It is recommended the City Council approve the purchase of water meters in the amount
of$41,000.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The funding for water meters is included in the Water Fund, Account#'s 640-4712-5207
and 640-4712-5611. , The installation and repair of water meters is part of the routine
operation of the water distribution system.
BACKGROUND:
The City's water distribution system currently has 6,389 metered connections. The
Utilities Division budgets annually to purchase water meters for new connections and for
replacement of old meters. The meter of choice for the last 40 years has been Sensus.
ANALYSIS OF ISSUES:
Purchasing of water meters and replacement parts has been done in the past by
ordering in small quantities as needed throughout the year. Per the City's Purchasing
Policies and Procrdures Manual, this purchase order is allowed as a sole source
procurement (see attachment#2).
The authorization of one blanket purchase order in the amount of $41,000 will provide
an efficient method of purchasing the meters and replacement parts. This will also
allow the City to take advantage of freight charge reduction and reduced staff time to
process multiple purchase orders throughout the fiscal year.
ALTERNATIVES:
The following alternatives are provided for Council consideration:
Approve a purchase order in the amount of$41,000.00;
Do not approve the purchase order;

Modify as appropriate and approve staff's recommendation; or
Provide direction to staff.
ADVANTAGES:
A single blanket purchase order will provide the most efficient method of purchasing
water meters/parts in Fiscal Year 2015/16.
DISADVANTAGES:
No disadvantages noted at this time.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, July 23, 2015. The Agenda
and staff report were posted on the City's website on Friday, July 24, 2015.
