SUBJECT: CONSIDERATION OF SENATE CONSTITUTIONAL AMENDMENT 5
(SCA-5)

RECOMMENDATION:
It is recommended that the Council consider taking a position on Senate Constitutional
Amendment 5 (SCA-5), and provide direction to staff.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There are no impacts to financial and/or personnel resources.
BACKGROUND:
At the July 28, 2015 City Council meeting, Andrea Seastrand, Vice President of the
Central Coast Taxpayers Association, addressed the Council during Community
Comments and Suggestions regarding the Association's opposition to SCA-5. She read
a letter from the CCTA which had been previously sent to the Mayor and City Council
Members (Attachment 1). Following a request by members of the Association, the
Council requested this item be placed on a future Council agenda for consideration.
ANALYSIS OF ISSUES:
SCA-5 is a proposed Senate Constitutional Amendment relating to amendments to
property tax assessments for commercial and industrial properties.
ALTERNATIVES:
1. Direct staff to prepare a Resolution supporting or opposing SCA-5 and bring back to
Council for adoption at a future meeting;
2. Do not take any action at this time; or
3. Provide direction to staff.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.

The agenda was posted at City Hall on Thursday, August 6, 2015. The agenda and
staff report were posted on the City's website on Friday, August 7, 2015. No public
comments were received.'

On behalf of the Central Coast Taxpayers Association (CCTA), I am taking this
opportunity to inform the Arroyo Grande City Council that the organization has
endorsed and joined the statewide Defend Prop 13 Coalition with the purpose of
defeating SCA-5, the "split roll" tax proposal.
Please know CCTA will vigorously fight any effort to gut Proposition 13, such
asSCA-5. Proposition 13 protects taxpayers, jobs and our economy. If passed,
SCA-5 will have a devastating impact to the small businesses in the City
of Arroyo Grande. -
CCTA is requesting the members of the Arroyo Grande City Council pass
a resolution opposing SCA-5, and send copies to Senator Bill Monning and
Assemblyman Katcho ~chadjian, as well as the League of Cities.
