SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2015 CITYWIDE
CONCRETE REPAIR PROJECT, PW 2015-02

RECOMMENDATION:
It is recommended the City Council:
1. Accept the improvements as constructed by V. Lopez Jr. & Sons, Inc. for the
subject project;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Council authorized a project budget of $110,000 at the June 23, 2015 meeting. The
total project cost (design, construction, administration, testing, etc.) is estimated at
$102,000. The contractor's final construction cost is $95,199. The recommended
action will not result in additional impacts on staff resources.
BACKGROUND:
On June 23, 2015, Council awarded a construction contract to perform the subject
project to V. Lopez Jr. & Sons, Inc. for $90, 778 and authorized the City Manager to
approve change orders in the amount of $9,078. The project scope of work involved the
replacement of sidewalk panels, and curb and gutter along segments of North Courtland
Street (300 block), Whiteley Street (200), Mason Street (300), East Grand Avenue
(1300, 1500), Short Street (200), and Ash Street (1200).
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. There are no outstanding issues.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staff's recommendation;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in the project account will be used for a second phase of
concrete repair work.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Guidelines Section
15301 (c).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted on Thursday, August 20, 2015. The agenda and staff report
was posted on the City's website on Friday, August 21, 2015. No public comments
were received as of the time of preparation of this report.
