A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE ESTABLISHING JOB
DESCRIPTIONS AND SALARY RANGES FOR THE
POSITIONS OF INFORMATION TECHNOLOGY
SPECIALIST AND PUBLIC WORKS SUPERVISOR
WHEREAS, an evaluation of the needs of the organization resulted in a
recommendation to create several new job classifications; and
WHEREAS, an evaluation of the job descriptions for the existing Public Works
Supervisor position resulted in significant modifications of essential functions; and
WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best
interest of the City to establish an Information Technology Specialist position with a job
description incorporated hereto as Exhibit "A"; and
WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best
interest of the City to establish a Public Works Supervisor position with a job description
incorporated hereto as Exhibit "B"; and
WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best
interest of the City to establish a salary range for the positions of Information
Technology Specialist, which will be placed on the full-time SEIU salary schedule; and
WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best
interest of the City to establish a salary range for the position of Public Works
Supervisor, which will be placed on the full-time management salary schedule.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby establish the positions of Information Technology Specialist and
Public Works Supervisor, to perform the duties and responsibilities set forth in the job
descriptions so attached as Exhibit "A" and Exhibit "B". The positions shall receive the
rates of pay as follows:

INFORMATION TECHNOLOGY SPECIALIST
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
Using the application of systems analysis techniques and procedures to perform a wide range of
professional support services related to planning, installing, and maintaining the City's complex
information technology systems. Technical responsibility includes computer workstations, local and wide
area networks, server systems, telephone systems, software systems, and end user support. Activities
may include, but are not limited to, installation, maintenance, repair, support, training, troubleshooting, IT
equipment procurement, and other related duties as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Information Technology Manager.
May exercise direct supervision over assigned technical staff as required.
ESSENTIAL FUNCTION STATEMENTS -Essential responsibilities and duties may include, but are not
limited to, the following:
1. Troubleshoot problems related to all local and wide area network systems, servers, firewalls,
computer workstations, operating and system software, and data communications equipment.
2. Assist in projects assigned including equipment moves, change in departmental software or
hardware, network systems and/or operating systems changes; coordinate or establish
schedules, standards, and goals between various departmental and outside contacts.
3. Recommend and coordinate the procurement, acquisition and support of computer hardware,
software, voice and data communication systems and network security appliances.
4. Install computer work stations, servers, printers and peripherals, maintain records and logs.
5. Install, configure, and troubleshoot commodity(off the shelf) software products.
6. Provide technical support for Internet and Intranet applications.
7. Respond to computer disruptions and failures.
8. Schedule vendor maintenance and repair activities.
9. . Perform software reloads and upgrades for desktop computer systems.
10. Perform system backups and restores on workstations and servers for Windows platforms.
11. Provide user support to internal and external-users regarding operational, system, equipment and
software questions and problems, implement system-wide security measures, perform
preliminary diagnosis of hardware problems.
12. Provide support for strategic systems such as public safety, financial management, geographic
information systems (GIS) and document management and provide technical assistance to users.

Knowledge of:
• Principles and operations of management information systems and peripheral equipment
(computers, networks, firewalls, phones, internet, software and hardware applications, printers,
data cabling).
• Technology support needs for strategic local government applications such as GIS,
financial management, public safety, and document management.
• Network switching systems, protocols, installation and maintenance practices and procedures.
• Wireless infrastructure protocols and associated access control technologies.
• Electronic document imaging.
• Microsoft Active Directory protocols, maintenance practices and procedures.
• Microsoft Windows Server configuration and management.
• Microsoft Windows workstation configuration and management.
• Microsoft Exchange configuration and management.
• Microsoft Outlook configuration and management.
•- VMware configuration and management.
• Voice over IP (VoIP) phone systems.
• Microsoft Office product suite.
Ability to:
• Install, configure, troubleshoot and operate various computer equipment, peripherals and
standard office equipment, including but not limited to desktop computers, servers, routers,
switches, telephone equipment and accessories, mobile office computing, mobile data computers
(in-car), and wireless access devices.

applications and equipment.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to a bachelor's degree from an accredited college or university in computer science,
information technology, or a related field. Related experience above the minimum experience required
may be substituted for the required education.
Experience:
Three years of increasingly responsible experience in information systems and network administration
including: Microsoft operating systems and applications; computer hardware and software operations,
maintenance and troubleshooting; network hardware (i.e. switches, routers, firewalls); computer
networking topologies and protocols including LAN/WAN and TCP/IP; wireless communications;
computer and network security practices; database management; telecommunications systems; Storage
Area Networks; systems infrastructure (i.e. Active Directory, DNS, DHCP); Virtualization technology to
be able to support virtual environments. Experience with VMware, ShoreTel phone systems, Juniper
hardware, and Document imaging (i.e. Laserfiche) highly preferred.
Licenses/Certificates:
Possession of a valid California Class C driver's license will be required at the time of appointment and
must be maintained throughout employment.
Microsoft Certified Engineer(MSCE) or VMware Certified Professional (VCP) is desirable.
WORKING CONDITIONS
Environmental Conditions:
Office environment; exposure to computer screens; outside travel between City department locations;
may occasionally have to work outside or under buildings; exposure to noise and dust.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting for
prolonged periods of time; extensive use of computer keyboard; visual acuity to read computer screens;
occasional bending, stooping, reaching, and lifting of up to 50 pounds.

DEFINITION
To oversee, plan, prioritize, assign, supervise, coordinate, review and participate in the work of staff
responsible for performing a wide variety of parks, landscaping, urban forest, facility, street, sidewalk
and storm system maintenance activities within the Streets, Landscaping, and Building Maintenance
Divisions of the Public Works Department; to perform the more complex tasks of the work unit; and to
perform a variety of duties relative to assigned area of responsibility.
SUPERVISION'RECEIVED AND EXERCISED

Receives general direction from the Director of Public Works within a framework of legal
requirements, policies and established organizational values and processes with independence of
action to meetchanging operational conditions.
Exercises direct supervision over all levels of staff assigned to the Streets, Landscaping and
Building Maintenance Divisions.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS-Essential and other important responsibilities

1. Prepare and administer assigned program budget; submit budget recommendations; monitor
expenditures.
2. Prepare analytical and statistical reports on operations and activities.
3. Direct, coordinate and review the,work plan for maintenance and repair of assigned park, urban
forest, buildings and facilities; assign work activities and projects; monitor work flow; inspect job
sites daily for work progress.
4. Create and implement goals and objectives; implement approved policies and procedures.
5. Prepare and present staff reports for City Council, Parks and Recreation Commission and other
Boards and Advisory Committees as necessary.
6. Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for
performing-a wide variety of maintenance activities within the Streets, Building Maintenance
and Landscaping Divisions.
7. Establish schedules and methods for providing maintenance services; identify resource needs;
review needs with appropriate staff; allocate resources accordingly.
8. Identify opportunities for improving service delivery methods and procedures; identify resource
needs; review with appropriate management staff; implement improvements.
9. Develop policies and procedures; monitor work activities to ensure compliance with established
policies and procedures; make changes and improvements to existing standards and
procedures.

10. Supervise and evaluate the performance of assigned personnel; provide or coordinate employee
training and conduct annual performance review of personnel assigned to the Streets,
Landscaping and Building Maintenance Divisions.
11. Provide or coordinate staff training; work with employees to correct performance deficiencies; prepare
and recommend disciplinary actions for work performance deficiencies of assigned employees.
12. Perform the more technical and complex tasks of the work unit including coordinating
department work activities with other departments and outside agencies.
13. Prepare daily reports detailing daily production and work activities performed; track materials
used in activities and equipment needed to perform duties; prepare monthly, annual reports
for all phases of streets, landscaping and building maintenance operations.
14. Identify potential safety problems and promote and implement safety procedures and training;
conduct routine safety inspections of work areas and procedures.
15. Authorize purchases for operational materials; ensure equipment is purchased in
compliance within established guidelines.
16. Respond to customer complaints and requests for maintenance services related services;
discuss service requests with the public in the field and resolve problems.
17. Inspect the work of contractors involved in the installation of capital improvement projects;
review plans and resolve problems.
18. Direct, coordinate and review the work plan for maintenance and repair of streets, gutters,
sidewalks, storm drains, bridges, signs, striping and other assigned city infrastructure.
19. Conduct routine inspections of work sites for vandalism and graffiti; take corrective action to ensure
timely abatement activities occur.
20. Oversee, coordinate and participate in a variety of maintenance activities including landscaping,
general grounds clean up, building maintenance, garbage and waste collection, pruning and tree
care, the installation and repair of irrigation systems; and concrete work and basic carpentry work
as required.
21. Estimate time, materials and equipment-required for jobs assigned; requisition materials as
required.
22. Coordinate facility set-up for special events, training classes and programs.
23. Respond to emergency situations during off-hours, as required.
24. Work closely with regulatory agencies to ensure compliance with Federal and State laws and
regulations pertaining to water, sanitary sewer, stormwater, air quality and other related
environmental compliance matters.
25. Serve as the City's liaison to community groups and organizations such as the Arroyo Grande
Tree Guild, Arroyo Grande in Bloom, and the Elm Street Dog Part Association.

required by assigned position.
Possession of, or ability to obtain within one year, an appropriate valid Hazardous Materials Emergency
Responder Certification.

Office and field environment; may travel from site to site; exposure to computer screens; noise, dust,
grease, smoke, fumes, gases; electrical energy, radiant energy; potentially hazardous chemicals; moving
