CC 2015-08-25_08d Resolution_Restricted Parking_North Mason' I MEMORANDUM TO: CITY COUNCIL FROM: TERESA MCCLISH, DIRECTOR OF COMMUNITY DEVELOPMENT BY: MATT HORN, CITY ENGINEER -SUBJECT: CONSIDERATION OF A RESOLUTION RESTRICTING PARKING ON NORTH MASON STREET DATE: SEPTEMBER 8, 2015 RECOMMENDATION: It is recommended the City Council-adopt a Resolution establishing a No Parking Zone on the east side of North Mason Street from East Branch Street to Le Point Street. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Parking restriction work would be performed in-house by staff with a minor material cost of approximately $50 funded from operating accounts for street work. A contractor would complete the necessary roadway striping work with an estimated cost construction cost of $2,000. This work would be deferred until the summer of 2016 and incorporated into the annual road maintenance Capital Improvement Plan work. This work effort is not related to the Critical Needs Action Plan. BACKGROUND: - North Mason Street from East Branch Street to Le Point Street is a collector road that -is approximately 32 feet -wide from curb face to curb face. Currently, North Mason Street supports two-way tr:affic with one travel lane in each direction and parking available on both sides of the roadway. North Mason Street does not have a posted speed limit sign, but due to the surrounding neighborhood uses as well as roadway width, the prima facie statutory speed limit is 25 MPH. The City has received requests to evaluate this roadway section. Requestors indicated trouble driving on North Mason Street when vehicles are parked on both sides of the road. This item was reviewed by the Downtown Parking Advisory Board on March 11, 2015 Item 8.d. - Page 1 CITY COUNCIL NORTH MASON STREET PROPOSED PARKING RESTRICTIONS SEPTEMBER 8, 2015 PAGE2 and the Traffic Commission on March 23, 2015 and both advised the approval of staff's recommendation, eliminating parking on the east side of North Mason Street. ANALYSIS OF ISSUES: Roadway Widths The American Association of State Highway and Transportation Officials (AASHTO), A Policy on Geometric Design of Highways and Streets indicates that a standard vehicle parking space should be sized as 9 feet wide and 20 feet long. If parking is only available for a compact car then that size may be-reduced to be 8 feet wide and 15 feet long. -The Highway Design Manual (HOM) also refers to AASHTO, A Policy on Geometric Design of Highways and Streets for local street traffic lane width requirements. The AASHTO document indicates that lane widths may be as small as 9 feet but generally preferred to be 12 feet in width. The California Manual for Uniform Traffic Control Devices (MUTCD) also provides guidance on minimum lane widths indicating that 9 foot lanes may be used but only on a temporary basis. As used and delineated today, North Mason Street needs to be a minimum of 38 feet wide to support its current use. The above recommended roadway layout would allow for compliant lane widths within the available roadway area. Parking Restrictions There are currently 16 legal parking spaces available on North Mason Street between Branch Street and Le Point Street, 4 are available on the east side and 12 are available on the west side of North Mason Street. In order to provide the required lane geometry, various parking restriction scenarios were reviewed to understand the benefits and compromises that would be required. Staff reviewed eliminating the parking on the west side, the east side, and a combination of west and east sides on North Mason Street. Ultimately both the Downtown Parking Advisory Board as well as the Traffic Commission reviewed and approved of removing the parking on the east side of Mason Street. The rationale was as follows: 1. Removing parking on either ·side of the street or a combination of the two eliminated the same number of parking spaces. 2. Removing the parking on the east side allows for a continu~tion of existing Item 8.d. - Page 2 CITY COUNCIL NORTH MASON STREET PROPOSED PARKING RESTRICTIONS SEPTEMBER 8, 2015 PAGE3 parking restrictions on the east side of North Mason Street. 3. Removal of one side of the street's parking instead of a combination of the two allows for uniform centerline roadway striping in lieu of adding unnecessary curvature into the roadway striping. This action will remove 4 parking spaces from North Mason Street. To date staff has received 3 notifications of support from impact citizens and 1 notification of concern. ALTERNATIVES: The following alternatives are provided for the Council's consideration: • Approve staff recommendations; • Do not approve staff recommendations; or • Provide direction to staff. ADVANTAGES: Approving staff recommendations will allow North Mason Street roadway geometry to be compliant with the HOM, MUTCD and AASHTO design guidance documents. Additionally, this approval would conform with the Downtown Parking Advisory Board and Traffic Commission recommendations. DISADVANTAGES: Approval of the recommendation will eliminate 4 parking spaces on North Mason Street. ENVIRONMENTAL REVIEW: The project is categorically exempt pursuant to either/or §15301 (Class 1), §15302 (Class 2) and §15304 (Class 4) of the State CEQA Guidelines. PUBLIC NOTIFICATION AND COMMENTS: On March 20, 2015, the Traffic Commission staff report was hand delivered to properties on North Mason Street. The City Council Agenda was posted in front of City Hall on-Thursday, September 3, 2015. The Agenda and staff report were posted on the City's website on Friday, September 4, 2015. Notification of this City Council item was mailed to properties on North Mason Street on August 31, 2015. One letter of support has been received and included as Attachment 4 to this report. Letterofsupport Item 8.d. - Page 3 RESOLUTION NO. --- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING A NO PARKING ZONE ON THE EAST SIDE OF NORTH MASON STREET FROM EAST BRANCH STREET TO LE POINT STREET WHEREAS, it is necessary to restrict parking on the east side of North Mason Street from East Branch Street to Le Point Street in order to provide for safe vehicle passage. WHEREAS, on March 11, 2015 the Downtown Parking Advisory Board approved staff recommendations to establish a No Parking Zone on the East Side of North Mason Street from East Branch Street to Le Point Street. WHEREAS, on March 23, 2015 the Traffic Commission approved staff recommendations to establish a No Parking Zone on the East Side of North Mason Street from East Branch Street to Le Point Street. WHEREAS, the City of Arroyo Grande Municipal Code (AGMC) Section 10.16.050 authorizes the City Council to restrict parking on any street. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby establish a No Parking Zone on the east side of North Mason Street from East Branch Street to Le Point Street and direct staff to appropriately implement using signage or curb markings. I have recently witnessed the occurrence of two automobile accidents in the street in front of my house. These (and many other) accidents are due in large part to having too much traffic on a street that is too narrow. Cars parked on the west side of the street were involved in both of these recent accidents. It is my considered opinion that the entire street should be painted red with no on-street parking allowed. Cars parked on the street impede vision to cars trying to exit driveways, especially on the west side of the street. If only one side of the street is to be closed to parking, I believe that should be the west side. On the west side, there are five driveways whose view of on-coming traffic (which is heading down hill) is obstructed by cars that are parked on the street. Both of the accidents that I saw were on the west side, one was parked on the street and its rear-view mirror was knocked off by passing traffic and the other was backing out of a driveway, whose view of oncoming traffic appeared to be blocked by a pickup truck parked on the street. The pickup truck parked on the street also blocked the view from the car coming down the hill. Closing parking on the west side will also help by allowing for a right turn onto Branch when coming down N. Mason, as opposed to the current red zone on the east side oflower N. Mason, whose purpose I cannot imagine. I hope that my input is of some use to you and your staff in planning the street traffic.
