Unable to attend the September 8th meeting however will appreciate our comments being shared with the Council.
Our family owns the property at the corner of N. Mason and LePoint and we strongly support the proposal to restrict all
street parking on the East side of N. Mason and around the corner on LePoint.
The volume of traffic at this intersection and on N. Mason is increasing dramatically. Commuters to and from San Luis
Obispo have discovered this route as a viable alternative to the Hwy 101 daily gridlock. N. Mason and LePoint have also
become an across town alternative via James Way adding to the volume of traffic.
N. Mason is just to narrow for two way traffic and parking on both sides. We note frequently that wider vehicles have to
pull off to the side to accommodate on-comming passing. The problem is much worse as one approaches the N.
Mason/LePoint intersection. We also suggest that there be no parking on the West side of N. Mason at the interection for
at least one space to help with visability.
We also suggest that signs be installed on LePoint pointing out that "Up Hill Traffic Does Not Stop". We and our tenants
constantly observe near collisions as the LePoint traffic stops and then proceeds assuming that the uphill N. Mason traffic
will stop. Which it does not. Lots of horn blowing and frustrated drivers. Warning signs would certainly help.

Dear Mayor Hill,
I have attached the WSC engagement letters from 2014 and 2015, so you can compare what WSC has proposed
for this year, to last.
In reading this WSC letter from 2014 NOTHING has changed as far as the scope of work. Which, if there's no
change in scope, why the change in the price (- $20,000)? If the same job is being done for less money, why did
the members pay $96,000 last year? Why wouldn't that $20,000 reduction be spread among you all to benefit
from? Instead, the $20,000 reduction is OCSD's contribution removed from the formula.
While Oceano has opted out of this part of the NCMA they are still very much engaged in the work being done
by Fugro to write the annual monitoring report. Paavo Ogren's "in- kind" contribution is no more valuable than
any other member representatives contribution, so the reference in the 2015 letter as such is completely baffling
and inappropriate. To infer that Ogren's contribution is worth $20,000 would equate to about 10% of his salary
which would be an absurd assertion!
In fact, if you think about it, the NCMA is paying for this consultant to act as staff for a very small piece of
what the NCMA is all about. This work only goes on 1 -2x a month and could be done by part time staffer /s on
a rotating basis among the member agencies. All NCMA agencies are represented at Zone 3, there's no need for
WSC to attend. Doodle polls and working groups could accomplish in -house what this consultant is doing for a
very high price. Over the last several years, I personally encouraged OCSD to get out of the WSC contract
because I felt no separate staff was necessary.
It is my opinion WSC is not necessary to the NCMA partners at all.
If your council agrees to this, the status quo is perpetuated; Oceano again "benefits" without compensating its
fair share.

Dear Northern Cities Management Are Technical Group,
As requested, WSC has prepared the following proposal to provide ongoing staff extension services to lead
various technical and managerial activities in support of the Northern Cities Management Area Technical
Group (NCMA TG) for FY 2014 -15. The purpose of the staff extension services is to provide as- needed staff
extension to assist the NCMA TG in managing their water supply portfolios and project management services
of for the preparation of its Annual Report. Mr. Jeff Szytei will serve as the Principal-in-Charge and Mr. Daniel
Heimel will serve as the Project Manager and lead resource for WSC. Additional support will be provided by
WSC staff and /or specialty sub - consultants as- needed. Consistent with our ongoing staff extension services
role, it is envisioned that these activities would include the following tasks:
Task 1. Staff Extension
WSC will serve as an extension of the NCMA member agencies' staff to manage the activities of the NCMA TG.
WSC's activities are expected to include:
• Organize and lead NCMA TG meetings
• Attend Zone 3 TAC meetings on behalf of the NCMA TG
• Review analysis and recommendations for the items on the committee agendas

The fees for the staff support services are shown in Table 1 below and are divided amongst the OCSD and the
Cities of Arroyo Grande, Grover Beach, Pismo Beach based on SMGB groundwater allocation (including ag
conversions), see Table 2 below.

Project appeal, E. Grand at Courtland
I have a meeting conflict the evening this appeal will be heard so respectfully request that my comments below
be shared with the city council and entered into the record.
I don't live or work proximate to this site so have not felt the need to become actively involved as development
there has been processed through the city planning system these many years. But the planning commission's
latest rejection raises an issue that should be of grave concern for every resident of this city.
By all appearances, the developer has presented the city with the project the city asked for -less commercial
development that would negatively impact the adjacent residential neighborhood, less traffic generated, more
parking and desperately needed affordable, workforce housing.
Yet the commission rejected this latest proposal, suggesting that the property owner submit yet another plan
along the lines of one they have rejected before. In my view, there was no legitimate basis for this denial.
It is difficult to believe there was anything influencing this decision other than pure, raw politics; that the
decision was less about what has been proposed than about who is proposing it.
It wasn't all that long ago when there was an upheaval in city government, fueled in part by the perception that
planning decisions were, in fact, political decisions. Many of us were of the opinion that projects were approved
or denied based on personal relationships with some governmental officials. Many of us also believed that the
changes made at the city council level would put an end to personality-based planning.
Sadly, the current planning commission seems not to have understood the message of the last election. They
continue to deny any reasonable development on this parcel even when the development being proposed is what
the city had said it wanted after rejecting previous plans.
I'm asking the mayor and city council to act in the good faith city residents expected of you when you were
chosen to represent us in a fair, impartial manner. I'm asking you to approve this project because it is an
excellent one for our city, bringing sales tax revenue and badly needed workforce housing while protecting the
integrity of adjacent neighborhoods. In short, I'm simply asking that you do what's right and what's best for our
city.

Regarding Courtland and Grand
I am writing in regards to the proposed development on the corner of Courtland and Grand in Arroyo Grande. I have
followed with interest the proposals from the developer in the past. I believe he has come to the City with at least 4
different iterations for the development of this property since 2008 or so. Each time, he has amended his proposal
based upon the wants or concerns of the City Council, Planning Commission, nearby residents, concerned citizens,
vested interest groups and assorted gadflies. I have seen this project begin as a commercial development, then
residential, and then various combinations of the two. The comments from both the Council and citizens have
completed a circle on the development plans, and the developer has spent a small fortune to try to come to a workable
plan. Unfortunately, it appears there are those in the community (and from outside the community), that for reasons
unclear appear to oppose any development plan Mr. Tompkins brings to the table. I suspect they are personal towards
Mr. Tompkins. This is evident by their stated support for whatever is opposite of what is on the table, including
switching their stated opinion from previous meetings.
Mr. Tompkins' projects are always well done, and seem to improve the area he develops or redevelops. He is
conscientious, a longtime resident of Arroyo Grande, and honest. There is no hidden agenda behind his comments or
actions. I believe he has made every honest effort to meet the desires of those with an interest in this property. When
conflicts have arisen, compromise has always been offered. I am at a loss to explain what else he can do.
He deserves better than what he is getting. He supports our community and is proactive. Unfortunately, I cannot say
the same for others.

Dear City Council Members,
As a resident of Arroyo Grande, I feel that the current proposed development for SW corner of
Grand and Courtland represents a reasonable compromise by including both residential and a
realistic number of commercial buildings in the plan.
As a Berry Gardens resident, I and my neighbors have for several years opposed a large
commercial development at that location, out of concern that it would unreasonably impact
South Courtland and nearby residents with increased truck traffic moving through the Berry
Gardens neighborhood.
Several current City Council members have indicated they felt a responsibility to hold out
for a larger commercial component in order to maximize revenue to the City and continue to
fully serve the needs of its citizens.
The newest proposal addresses Council concerns by adding more commercial and, according to
current trends, is probably as much commercial as this location is likely to attract.
I feel this is as close to a win-win outcome as we can realistically hope for.
Arroyo Grande residents will enjoy being served by several new businesses along Grand Avenue.
We'll see more housing options available to those who want to live in our city. Arroyo
Grande City Council members, who've voiced valid concerns about maximizing revenue, can know
they did their due diligence and got more commercial added in the plan. Berry Gardens
residents can be happy that the kind of truck traffic that would come with an all-commercial
plan is much less likely.
For all of these reasons I would urge our City Council to allow this compromise plan to move
forward with your approval.

Attached is a revised site plan submitted by the applicant aimed at addressing concerns
identified by the Planning Commission at their meeting of August 18, 2015. It includes the
reduction of homes on Subarea 3b form thirty-eight (38) to thirty-six (36), reduction in density
from 18.53 dwelling units per acre to 17.58 dwelling units per acre, and the expansion of
guest parking from twenty-three (23) spaces to thirty-seven (37) spaces.

Dear City Council Members,
I am writing to express my sincere support for the Courtland and Grand project in Arroyo Grande. My husband
and I have lived in Arroyo Grande since our children were young. I have loved raising children in this city,
spending weekends in the Village and childhood afternoons in local parks. And while my children have grown,
I have watched parts of this city evolve as well.
Evolution and change are important aspects for any thriving town. In this day and age, with housing prices
rising and new families and retirees joining our city, it is critical that our community continue to evolve in order
to welcome new citizens and support our own economy. The Courtland and Grand project not only achieves
this with its residential units, but it also provides all of us new shops and restaurants to explore. The project
even goes further to widen Courtland and add a bike lane, both of which willserve as assets to our
community. Surely, as a city, we want commerce. Surely, as a city, we want active beautification. Surely, as a
city, we want people to enjoy being in our community. The project welcomes new citizens and desired retail,
and it accommodates the potential of traffic with widened roadways. In this moment, our community must
continue to evolve and embrace the potential of new projects and growth in Arroyo Grande.
Niccolo Machiavelli once said, "Whosoever desires constant success must change his conduct with the times." I
want our city to succeed, for it to continue to be a place for families, community, and growth. I am confident
this project will be a great asset to Arroyo Grande. The times require us to evolve, and I hope we can all
actively look to the future with eyes to see the potential right in front of us.

I would encourage City Council to approve the currently proposed project for the corner of
Courtland and Grand Avenues. This project seems to be a reasonable compromise between City
Council's understandable wish to add attractive commercial property to Grand Avenue and the
need for attainable housing for Arroyo Grande. It has the further advantage of reducing the
impact of truck traffic through the nearby neighborhood in comparison to previous plans.
This proposal would seem to be both a realistic and a reasonable answer to everyone's
concerns.

My name is Anita Wasserman and I have been a resident of Arroyo Grande for 21 years. I want to convey to the Arroyo
Grande City Council, my complete support of the current proposal for the Courtland & Grand Mixed Use Project. I have
seen several site maps and descriptions of the current proposal and feel it would 11 fit in" with its surroundings and meet
the needs of this great City.
I feel this property has been vacant for far too long! It's become an eyesore in an otherwise attractive, developing
section of Arroyo Grande.
I'm concerned about the status of this property -it seems the situation with this property has been going on for years
with many different proposals presented -and NONE of them ever seems to satisfy the apparently "fluid criteria"! I
have attended many of the Council meetings and have been following the progression of this Courtland project for years
-(all the way back to the "John Spencer" fiasco -what a mess that was!!) I respectfully request that the City Council
approve this current project which will certainly enhance the City of Arroyo Grande fiscally, functionally and appearance-
wise!
I'm very frustrated and disappointed at continuing to see that desolate-looking property after all these years and
wondering if this Council will EVER approve ANYTHING!!! I am in full support of the current Courtland & Grand Mixed
Use Project!! Please -let's stop wasting time and move forward!!!

Dear Arroyo Grande City Council and City Staff,
I am writing to express my support of the Mixed Used Project at Courtland and Grand, Arroyo Grande, CA
I love the mixed use aspect of this project and believe it is the time and place for a project like this in our town. ,,
The commercial component is necessary and useful to all Five Cities area residents and tourists alike.
Furthermore, it will keep more sales tax dollars in Arroyo Grande.
I, personally, am writing in support of more housing in South San Luis Obispo County, especially smaller
affordable units.Our community does not have enough housing to meet the needs of first time home buyers,
move up residents (who want new homes) and local resident retirees that want to scale back on housing square
footage, lot size, home maintenance and water costs. This development is a perfect fit and will help us move
into supporting the current Y generation of home buyers and workforce needs. Many clients that I see are Cal
Poly graduates and are wanting to stay here or move back into our county. This housing component gives the
ability to house them in Arroyo Grande with NEW very desirable homes. Many want to start families and can
not afford San Lui~ Obispo, and/or do not want the college town atmosphere any longer. As a local, that moved
home, I can attest that AG is the perfect place to come home to and be involved iri and to volunteer. This mixed
use design components, availability to shopping, restaurants, definitely fit current buyer demographics, their
desires and needs. Furthermore, it should meet your goals for workforce affordable housing.
I commend Nick Tompkins and his staff for working for so very long and so very hard with this council and
previous councils, and his tenacity to continue this project. There has also been tremendous time and capital
invested by Nick to get to today's proposal and I truly believe his heart is in the right place for this project and
that it will benefit our entire community on many levels.
I sincerely hope you will vote to approve this project in its entirety.

Please forward my comments to the City Council as they address this proposed development
tonight. As a local resident and business owner I am in favor of this project being approved
and built. This is exactly the kind of development this area needs to address one of the most
pressing problems in our community -affordable single family housing.
If the Council denies this development it will reflect an absolute disconnect between the
Council and the wants and needs of the citizens of this community. It will suggest to the
community that a small vocal minority takes precedence over what is overwhelmingly the
opinions, wants and desires of the not-so-vocal majority. A majority that knows that for this
community to thrive and to attract good paying jobs, families need, and want an affordable
place to call their own.
Please urge the Council, on my behalf, to approve this development.

Dear City Council
I am a Home Owner in Berry Gardens and a long time resident of Arroyo
Grande. I raised my three children in this area where the project is proposed.
I have also worked several years as an administration assistant to a local
residential builder preparing bank packages to acquirer lender financing.
As a long term owner and not a renter within the Berry Gardens
development I would like to see more of what all the governing documents
call for to be built in this area which is requires neighborhood serving
commercial businesses to be provided. It is very nice to have my children be
able to walk to the dollar store, panda express or local sandwich shop in
stead of getting into a car to drive across town for our basic needs.
The development proposed does not provide enough commercial
opportunities and is obviously designed in such a manner to maximize profit
for the developer at the expense of the City and its residence. The developer
I worked for would typically sell sub-division tract homes at an average
sales price of 400k with a minimum profit of 28 percent per unit and an
average profit of 35% after all costs including land and fees. The sub
division component alone at this margin of profit of would be 112k to
140k/unit with a minimum return of four to five million over the 38 units
proposed.
Providing the individual custom homes as suggested by the developer does
not meet a need of the community but rather a need of the developer. Please
have the developer provide a sensible project to which the neighborhood can
be proud of. If residential is truly a vital part of this development it needs to
serve the needs of the community and provide opportunities for our young
adults in which I now have 3 looking for affordable housing opportunities
which this project does not. At best they need a place of there own at a rate
of $600 to$800/Month.
I would also like to say I am disappointed at the developer again by not
including us in a workshop as he has promised to do so in the past. I have
gone two the workshops when he proposed the food 4 less project and he did
not take into account any of our suggestions or include us in the current
proposal. I also want to share that Mike O'Morrow keeps informing the City
Council saying he represents the Berry Gardens. He does not and is only one
op1mon.
Lastly, The General Plan, Gateway Plan, Enhancement Plan and Specific
Plan which I bought into was approved by prior City officials, Council
Members and the community and paid for by our tax dollars. It does not
stand to reason that a single developer can be allowed to change our Policies
on a project by project basis to fit his needs. Please do not change our
General Plan on a whim and disrespect all the hard work that has gone on
over the years by the prior Councils, Commissioners and citizens of Arroyo
Grande.
