CC 2015-09-22_08g Platino Lane_Oro Drive Drainage ImprovementsMEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR BY: MIKE LINN, CAPITAL PROJECTS ENGINEER SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO JG CONTRACTING CORPORATION FOR CONSTRUCTION OF THE PLATINO LANE AND ORO DRIVE INTERSECTION DRAINAGE IMPROVEMENTS PROJECT, PW 2015-08 DATE: SEPTEMBER 22, 2015 RECOMMENDATION: It is recommended the City Council: 1. Award a contract for the subject project to JG Contracting Corporation in the amount of $62,412; 2. Authorize the City Manager to approve change orders for 10% of the contract amount, $6,241 for unanticipated costs during the construction phase of the project (total construction costs = $62,412 + $6,241 = $68,653); 3. Appropriate $24,000 from Sales Tax Fund into the project budget; and 4. Direct the City Clerk to file a Notice of Exemption. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The current 2015/2016 Capital Improvement Program Budget is $50,000. The Engineer's Estimate for the project construction is $75,000. Given budget restraints, staff has systematically performed one major drainage project per year in keeping with the plan's priorities. The current drainage improvement involves the Platino Lane and Oro Drive intersection. During the construction of the infrastructure for the surrounding housing development in the late 1970's, the developer [nstalled a "bubble-up" storm drain inlet at the Platino Lane and Oro Drive intersection. Drainage from the northeast segment of the intersection is piped into the inlet. When sufficient rainfall creates large flows within the pipe, the pressure build-up in the "bubble-up" causes the storm water to overflow into the drainage gutter, which then surface flows within the concrete curb and gutter on Oro Drive until it terminates at a storm drain inlet approximately 450 feet to the south. There is also an overflow through-curb drain which apparently was installed sometime during the early 1990's to relieve pressure from the "bubble-up" inlet approximately 80 feet south of the inlet. These two drainage components, combined with the already high groundwater in the neighborhood, have created a constant trickle of water along the gutter that creates a breeding ground for the growth of moss. This moss is not only slippery and unsightly but creates a constant maintenance task for Public Works staff. The current project resolves this situation through the removal of the "bubble-up" storm drain inlet at the intersection, installation of a "French Drain" with an 18" PVC pipe adjacent to existing curb and gutter to convey the stormwater flow between the existing system and an existing drain inlet 450 feet south on Oro Drive. Associated work includes the replacement of a concrete ADA ramp, sidewalk segments, and spandrel; asphalt trench patch; and storm drain tie-ins. ANALYSIS OF ISSUES: On September 1, 2015, five bids were opened for the subject project. The lowest bid, $62,412 from JG Contracting Corporation was deemed responsive and staff recommends award of a construction contract to JG Contracting Corporation accordingly. , The contract time is 30 calendar days. Work is expected to start in mid-October. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Approve staffs recommendations to award a construction contract to JG Contracting Corporation for the subject project; 2. Do not award a construction contract to JG Contracting Corporation for the subject project; or 3. Provide direction to staff. DISADVANTAGES: There are no disadvantages identified at this time. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301 (c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, September 17, 2015. The agenda and staff report was posted on the City's website on Friday, September 18, 2015.
