BUDGET STUDY SESSION OF THE CITY COUNCIL
TUESDAY, MARCH 29, 1988
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met for a budget session at 10:14 A.M., with Mayor
Howard Mankins presiding. Also present were Council Members Dorace Johnson,
Mark M. Millis, Gene Moots and D. G. Porter.
Mayor Mankins immediately adjourned the meeting to an executive session
on personnel.
The Council reconvened at 11:12 A.M. and began a discussion of the
1988/89 Preliminary Budget. Interim City Manager Chris Christiansen told
the Council about the budget's four basic fund groups, General Government
Fund, Special Revenue Funds, Enterprise Funds and Other Funds. With input
from Finance Director Dave Bacon, Mr. Christiansen gave a summary overview
of the fund groups. There were Council questions and comments covering
the management of City monies.

Council Member Moots left the meeting at 11:20 A.M.
Mayor Mankins expressed interest in the City's acquisition and use
of computers in the various departments. He suggested that equipment should
be compatible and "user alike." He said any new computer equipment purchased
should be uniform so that the whole City can be interrelated some day.
There was discussion of major 1988/89 Budget proposed amendments
to the current General Fund 1988/89 financial plan; current (1987/88) revenue/expenditures
for the eight-month period through February 29, 1988, and key information
pertaining to the General Fund.
Council Members stressed the importance of street upkeep and maintenance.
The Civic Center, the Sewer Operating, the Park Development, the
Recreation Programs and the Gas Tax Funds also were covered. Mayor Mankins
said the City should adopt a long-term policy on park maintenance.
There was discussion of a street maintenance program, and Council
Member Johnson said she would be interested in an inventory, an update
and a classification of the streets in the City, including sections like
how many streets need chip seals, for example.
Mayor Mankins said an inventory of City buildings also is needed.
Mayor Mankins asked Staff to take a look at the City's personnel
process and hiring procedures.
Mayor Mankins said the continued budget discussions should be placed
on the Council meeting agenda of April 12, 1988.
The meeting was adjourned at 12:10 P.M.
