SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE PARKS AND
RECREATION COMMISSION

RECOMMENDATION:
It is recommended the Council approve the recommendation of Mayor Hill to appoint
Will Reichardt to the Parks and Recreation Commission.
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
BACKGROUND:
City Council policy sets forth appointment procedures for the City's Commissions,
Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3
states that the Mayor and each Member of the Council shall recommend a
representative to the various Commissions, Boards and Committees, subject to the
approval by a majority vote of the Council. All Commission, Board, and Committee
Members serve at the pleasure of the Council.
ANALYSIS OF ISSUES:
A vacancy has occurred on the Parks and Recreation Commission due to a resignation
by Patty Welsh, effective October 11, 2015. The term for the seat expires January 31,
2017. Four applications from interested individuals were reviewed. Mayor Hill has
recommended the vacancy be filled by Will Reichardt. The application form for the
recommended appointment is attached.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve Mayor Hill's recommended appointment;
2. Do not approve the recommended appointment; or
3. Provide direction to staff.

The Agenda was posted in front of City Hall on Thursday, October 22, 2015. The
Agenda and report were posted on the City's website on Friday, October 23, 2015. No
public comments were received.
