WHEREI\S, the City Council of the City of Arroyo Grande has considered an
application by Lyons Restaurants, Inc. for a planned Sign Program at 840 Oak
Park Boulevard in the Planned Developnent/C-3 zone; and
WHEREI\S, the City Council has foW1d that this project is consistent with
the General Plan and the Environmental Docunents associated therewith; and
WHEREI\S, the project has been foW1d to be categorically exelJllt fran the
provisions of the California Environmental Quality Act (~) per Section
15311 (a); and
WHEREI\S, the Planning Calmission of the City of Arroyo Grande held a I

public hearing on said planned sign program on January 15, 1991; and

WHEREI\S, the Planning Calmission foW1d, after due study, deliberation
and public hearing, the following cirC\.lllStances exist:
l. The proposed signs are consistent with the intent and purpose of
Section 9-4.2407 of the Zoning Ordinance as it relates to Planned
Sign Programs because a variance has been approved for the total
nUlfber of signs, the total agqregate area of all signs is wi thin
the provisions of the ordinance, and no single sign face exceeds
70 square feet.
2. The proposed signs are visually carpatible with the buildings they
identify by using compatible colors.
3. Proposed signs carplement other existing or proposed signs on the
site by using cannon design elements, such as IIBterials, letter
style, colors, illumination, sign type or shape.
4. Proposed signs are compatible with surrounding land uses and will
not obscure adjacent conforming signs.

WHEREI\S, the City Council foW1d, after due study, deliberation and
public hearing that the findings nade by the Planning Camtission were
appropriate.
NCJiI, ~, BE IT RESOLVED that the City Council of the City of
Arroyo Grande hereby approves said Planned Sign Program, subject to
appropriate standard conditions of the City of Arroyo Grande, and the
following special conditions:
General Cooditions:
l. The applicant shall ascertain and carply with all state, County
and City requirements as are applicable to the project.
2. Developnent shall occur in substantial conformance with the plans
presented to the City Council at the meeting of February l2, 1991
and IIBrked "Exhibit A".
3. This application shall automatically expire on February 12, 1992 ~
- unless a building permit is issued. Sixty (60) days prior to the
expiration of the approval, the applicant IIBY apply to the -
Planning Director for an extension of one (1) year fran the )
original date of expiration. Any further extensions beyond one
(1) year shall require Planning Calmission approval, after a \
recoomendation by the Architectural Jldvisory Calmittee. .
4. The applicant shall agree to defend at his/her sole expense any
action brought against the City, its agents, officers, or
€lll'loyees because of the issuance of said approval, or in the
alternative, to relinquish such approval. The applicant shall
reimburse the City, its agents, officers, or employees, for any
court costs and attorney's fees which the City, its agents,
officers or enployeesllBY be required by a court to pay as a
result of such action. The City IIBY, at its sole discretion,
participate at its own eJCpenSe in the defense of any such action
but such participation shall not relieve applicant of his/her )
obligations under this condition.

6. Prior to issuance of any building pe~t(s) for new signage, all
existing signage shall be rerooved.
